Consideration and Adoption of Resolution No. 25-37 – A Resolution of the City Council of the City\nof Cudahy in Support of H.R. 3101 (SHIELD Act) (page 39)\nPresented by the Assistant to the City Manager\nRecommendation:\nThe City Council is requested to consider and adopt Resolution No. 25 37,\nexpressing support for U.S. House H.R. 3101, the "Securing Help for\nImmigrants through Education and Legal Development (SHIELD) Act,"\nsponsored by Congressman Robert Garcia, to enhance due process and\nlegal representation for individuals facing deportation.

E. Consideration and Adoption of Resolution No. 25-38 – A Resolution of the City Council of the City\nof Cudahy in Support of Senate Bill 48 (Safe Access to Schools) (page 45)\nPresented by the Assistant to the City Manager\nRecommendation:\nThe City Council is requested to consider and adopt Resolution No. 25-38,\nexpressing the City’s strong support for Senate Bill 48 (Safe Access to\nSchools), introduced by Senator Lena Gonzalez, to protect students and\nfamilies from immigration enforcement activity on school campuses.

F.\nConsideration and Adoption of Resolution No. 25-39 – A Resolution of the City Council of the City\nof Cudahy in Support of California Senate Bill 805 (No Vigilantes Act) (page 51)\nPresented by the Assistant to the City Manager\nRecommendation:\nThe City Council is requested to consider and adopt Resolution No. 25-39,\nexpressing the City’s support for Senate Bill 805 (No Vigilantes Act),\nintroduced by Senator Pérez and coauthored by Senator Lena Gonzalez,\nJuly 15, 2025, at 6:30 P.M.\nto promote transparency, public safety, and immigrant protections\nthrough clear identification requirements for law enforcement personnel.

Accept Notice of Completion (NOC) of Lugo Park Soccer Field Rehabilitation Project – City Project\nNo: PRE-005 (page 57)\nPresented by the Senior Engineer\nRecommendation:\nThe City Council is requested to:\n1.\nAccept the completion of work performed by Byrom-Davey Inc. for\nthe Lugo Park Soccer Field Rehabilitation Project - PRE-005; and\n2.\nAuthorize City Manager to execute the Notice of Completion (NOC)\nand direct the City Clerk to file the NOC with the Los Angeles County\nRecorder’s Office; and\n3.\nAuthorize the release of the 5% retention to Byrom-Davey Inc. for a\ntotal of $50,152.66.

Discussion of a Disposition and Development Agreement between the City of Cudahy and\nPrimestor Development, Inc, for the Transfer and Development of Real Property involving Five\nParcels Located at the Southeast Corner of Atlantic Avenue and Santa Ana Street, APN Nos. 6224018-912, 6224-018-915, 6224-018-913, 6224-018-914, 6224-018-911, collectively known as “Site 2”;\nand Adoption of Resolution No. 25-41 authorizing an amendment to the Agreement between the\nResolution No. 25-42 declaring the City’s intent to sell Site 2 (page 87)\nPresented by the Community Development Director/Assistant City Manager\nRecommendation:\nCity staff recommends that the City Council take the following actions:\n1.\nHear a presentation from City staff; and\n2.\nAdopt Resolution No. 25-41 authorizing an amendment to the\nAgreement between the City of Cudahy and Primestor Development,\nInc. (“Primestor”), pertaining to the real property located at 4730\nSanta Ana Street (APN No. 6224-018-007) allowing a time extension;\nand\n3.\nAdopt Resolution No. 25-42 declaring the City of Cudahy’s (“City”)\nintent to sell Site 2 and setting a hearing date for August 5, 2025, in\nconsideration of protests.

(KimleyHorn) for Environmental and Design Engineering Services for Salt Lake Avenue Pedestrian\nAccessibility - ATP Cycle 6 -ATPL-5369(017) (page 107)\nPresented by the Senior Engineer\nRecommendation:\nJuly 15, 2025, at 6:30 P.M.\nThe City Council is requested to award a Professional Services Agreement\n(PSA) to Kimley-Horn and Associates, Inc. (Kimley-Horn) to provide\ndesign phase engineering services for the preparation of PS&E Plan,\nSpecifications, and Estimates for the Cudahy Salt Lake Avenue Pedestrian\nAccessibility – ATP Cycle 6 Project – Project No. ATPL-5369(017) (Project),\nnot to exceed $750,550.

Approval to Adopt a Resolution Approving the Application for a Land and Water Conservation\nFund (LWCF) Grant in the Amount of $3,500,000 for the Clara Expansion Park Rehabilitation\nProject (page 505)\nPresented by the Senior Engineer\nRecommendation:\nThe City Council is requested to approve Resolution No. 25-43,\nauthorizing staff to file an application with the California Department of\nParks and Recreation to receive funding in the amount of $3,500,000 from\nthe Land and Water Conservation Fund (LWCF) for the renovation of\nClara Expansion Park.
