A. Fiscal Year 2026/27 Budget Update (page 25)\nPresented by the City Manager\nRecommendation: The City Council is recommended to receive an update, discuss, and\nprovide direction on the FY 26/27 General Fund Budget.\nThe FY 26/27 General Fund Budget reflects a structural imbalance where\nongoing and recurring expenditures exceed recurring revenues. Since the\nApril 2026 initial budget discussions, staff has implemented\napproximately $800,000 in maintenance and operations reductions and\nupdated expenditure projections, resulting in a current gap of $1.5M. The\nremaining options to address the gap require policy-level decisions\nregarding service levels, staffing, expenditures, and revenues.

B. Discussion and Direction on Comprehensive User Fees (page 39)\nPresented by the Community Development Director/Assistant City Manager\nRecommendation: The City Council is recommended to discuss and provide direction on the\nupdated comprehensive user fees. The City Council may consider the\nfollowing items to help guide the discussion:\n1) Receive staff and consultant presentation summarizing the proposed\ncomprehensive service and user fees.\n2) City Council to provide staff feedback and direction on its broad\nphilosophical approach to the city’s fees for service. Specifically, the\nCity Council may discuss for future adoption:\na. Set user fees at the full burden rate as described in the\nattached user fee table. This approach would result in the city\nrecovering its full cost for services; however, it would result\nin increases to various fees, including the adoption of new\nfees.\nb. Set user fees below the full burden rate as described in the\nattached user fee table. Lowering fees below the city’s full\nburden cost would result in the city subsidizing its services.\nIf the City Council takes this approach, staff recommends that\nthe City Council discuss and provide direction on:\ni. The types or category of fees to be subsidized.\nExamples could include park programs, business\nlicenses, development fees, etc.\nii. The subsidy level for types of fees. Examples could\ninclude low (less than 15-percent), moderate (15 to 25-\npercent), or high subsidy (greater than 25-percent).\n3) Based on Council comments and feedback, it is recommended that the\nCity Council set a public hearing for June 16, 2026, for adoption of a\nnew city fee schedule.

Adoption of Proposed Resolution No. 26-17 (1) Calling For and Giving Notice of a General\nMunicipal Election to Be Held on Tuesday, November 3, 2026 for the Election of Three (3) City\nCouncilmembers; (2) Requesting that the Board of Supervisors of the County of Los Angeles Grant\nthe City’s Request for Consolidation of Said General Municipal Election With the November 3,\n2026 Statewide General Election Administered by the Registrar-Recorder/County Clerk of the\nCounty of Los Angeles (“County Clerk”); (3) Requesting that the County Clerk Provide Specific\nElection Administration Services in Connection with the City’s General Municipal Election; (4)\nProvide Candidates with Notice of State Law Requirements Governing Candidate Statements; and\n(5) Providing for the Determination of Tie Votes By Lot Pursuant to Elections Code Section 15651\nPresented by the City Clerk\nRecommendation: The City of Cudahy (“City”) City Council is requested to approve\nproposed Resolution No. 26-17:\n1. Calling for and giving notice of a General Municipal Election to be\nheld on Tuesday, November 3, 2026, for the Election of three (3) City\nCouncilmembers;\n2. Requesting that the Board of Supervisors of the County of Los Angeles\ngrant the City’s Request for Consolidation of said General Municipal\nElection with the November 3, 2026 Statewide General Election\nadministered by the Registrar-Recorder/County Clerk of the County\nof Los Angeles (“County Clerk”);\n3. Request the County Clerk provide specific election administration\nservices in connection with the City’s General Municipal Election;\n4.
