4. AMENDMENT TO THE DANA POINT MUNICIPAL CODE TO REPEAL SECTIONS 8.04 (UNIFORM SIGN CODE) AND 8.08 (TENT CODE) WHICH ARE ADEQUATELY ADDRESSED THROUGH THE ADOPTED CALIFORNIA BUILDING STANDARDS CODE (TITLE 24) RECOMMENDED ACTION: That the City Council hold a second reading and adopt an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DANA POINT, CALIFORNIA, AMENDING THE DANA POINT MUNICIPAL CODE TO REPEAL SECTIONS 8.04 AND 8.08 OF TITLE 8.

5. APPROVE BUDGET ADJUSTMENTS TO THE COMMUNITY FACILITIES DISTRICT (CFD) ASSOCIATED WITH THE STRAND COMMUNITY RECOMMENDED ACTION: That the City Council approve the budget adjustment outlined in the Fiscal Impact Section to support activities associated with The Strand Community.

6. AUTHORIZATION TO PURCHASE A USED VOLKSWAGEN ID. BUZZ RECOMMENDED ACTION: That the City Council authorize the purchase of one (1) 2025 Volkswagen ID. Buzz from Capistrano Volkswagen.

7. DANA POINT HEADLANDS MURAL CONTRACT RECOMMENDED ACTION: That the City Council: 1) Select a final proposal and authorize the City Manager or Designee to contract with the selected artist with an inclusive budget; and, 2) Approve the budget adjustments listed in the Fiscal Impact section.

8. CONSIDER THE APPOINTMENT TO COUNCIL DISTRICT 1, 2, AND 3 AND CANCEL THE GENERAL MUNICIPAL ELECTION FOR COUNCIL DISTRICT 1, 2, AND 3 PURSUANT TO CALIFORNIA ELECTIONS CODE SECTION 10229 RECOMMENDED ACTION: That the City Council: 1) Pursuant to California Elections Code Section 10229 (EC 10229), appoint John Gabbard as a Councilmember to represent District 1, appoint Matthew Pagano as a Councilmember to represent District 2, appoint Hydee Riggs as a Councilmember to represent District 3; and 2) Adopt a Resolution cancelling the General Municipal Election on November 3, 2026 for District 1, 2, and 3, entitled: RECOGNIZING THE APPOINTED COUNCILMEMBERS AND THEREFORE CANCELLING THE NOVEMBER 3, 2026 GENERAL MUNICIPAL ELECTION FOR CITY COUNCIL MEMBERS FROM DISTRICTS 1, 2, AND 3, PURSUANT TO CALIFORNIA ELECTIONS CODE SECTION 10229 COUNCIL REPORTS, INCLUDING CITY RELATED MEETINGS ATTENDED The City Council may discuss, act upon or seek consensus on matters described under Council Reports only if: they are agendized with a complete written report included; or, if an item arose subsequent to the posting of the agenda and the Council determines that an emergency exists.
