Encroachment Permit (EP) 25-019 Related to the Construction of the San\nDieguito Double Track Project Pedestrian Undercrossing and Associated\nImprovements\nApplicant: San Diego Association of Governments (SANDAG)\nRecommended Action: Staff recommends the City Council: 1) Adopt the\nResolution (Attachment A) conditionally approving Encroachment Permit EP25-\n019 allowing for water and sewer utility line relocation and improvements, grading\nimprovements to Coast to Crest Trail in order to allow a pedestrian undercrossing\nthat impacts City of Del Mar property (APN 299-030- 02-00) and also concerns a\nprivate property interest (APN 299-030-11-00); 2) Authorize the City Manager to\nexecute Utility Agreement (Attachment B); and 3) Authorize the City Manager to\nwaive associated planning application fees in the amount of $2,085, which is a\nstandard practice among government agencies.\nReference: Clerk’s File No. 802-1, 1506-1
