3. APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO SOLICIT CONSTRUCTION BIDS\nFOR THE INSPIRATION SHUTTLE EXHIBIT AND EDUCATION BUILDING, CAPITAL IMPROVEMENT\nPROJECT (CIP) NO. 21-18\nThat the City Council:\nApprove the plans and specifications, and authorize the solicitation of construction bids, for the Inspiration\nShuttle Exhibit and Education Building, Capital Improvement Project (CIP) No. 21-18.

4. APPROVAL OF PURCHASE AND ACQUISITION OF PERMANENT ROAD AND TEMPORARY\nCONSTRUCTION EASEMENTS FOR PROPERTY LOCATED AT 10000 LAKEWOOD BOULEVARD\nThat the City Council:\nAuthorize the City Manager, or his designee, to execute the agreement to purchase Real Property from Pacific\nSprings, LLC, California Limited Liability Company, by merger to Downey Investment Properties, a General\nPartnership, including any non-substantive extensions and amendments.

5. APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT WITH VICTORY FUNDRAISING AND EVENTS\nFOR FUNDRAISING CONSULTING SERVICES FOR THE COLUMBIA MEMORIAL SPACE CENTER\nThat the City Council:\n1) Approve an agreement with Victory Fundraising and Events Inc. for Fundraising Consultant Services at the\nColumbia Memorial Space Center, for a one-year term beginning on October 28, 2025, with the option to extend\nfor an additional two, one-year terms for a total contract amount of up to $126,000; and,\n2) Authorize the City Manager to approve and execute all amendments to the agreement.

6. ADOPTION OF A RESOLUTION UPDATING HOURLY PAY RANGES FOR THE POSITIONS DESIGNATED\nAS TEMPORARY/PART-TIME AND THE TEMPORARY/FULL-TIME POSITION OF AMBULANCE OPERATOR\nThat the City Council:\nAdopt Resolution No. 25-8324, updating the hourly pay schedule for positions designated as temporary/parttime and the temporary/full-time position of Ambulance Operator.

7. DISCUSSION REGARDING A DOG PARK AT GOLDEN PARK\nThat the City Council:\nDiscuss and provide staff with direction regarding options for the installation of a second dog park at Golden\nPark.

8. DISCUSS LA PHILHARMONIC NEIGHBORHOOD CONCERT AT THE DOWNEY THEATRE\nThat the City Council:\nApprove fee waivers for facility rental and labor costs for the "LA Phil Neighborhood Concert" to be hosted at the\nDowney Civic Theatre.

9. DISCUSSION REGARDING CITY OF DOWNEY WATER RATES\nThat the City Council:\n1) Receive an update on the proposed City of Downey water rates; and,\n2) Direct staff to move forward with:\na) Holding community informational sessions to discuss the proposed water rate increase;\nb) Finalizing the water rate analysis; and,\nc) Returning to the City Council at its November 18, 2025 council meeting to consider initiating Proposition 218\nproceedings, which are required for the adoption of new water rates.
