REPORT OF CHARTER REVIEW AD HOC COMMITTEE\nThat the City Council:\n1) Receive and discuss the Report of the Charter Review Ad Hoc Committee to determine what potential Charter\namendments, if any, will be submitted to Downey voters for their consideration at either the June 2, 2026, or\nNovember 3, 2026, statewide election; and,\n2) If any amendments are selected for voter consideration, provide direction to City Staff to prepare the\nresolutions necessary to place the amendments on the respective ballot.

ADOPTION OF INITIAL STUDY/MITIGATED NEGATIVE DECLARATION AND MITIGATION MONITORING\nAND REPORTING PROGRAM AND APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO\nSOLICIT FOR CONSTRUCTION BIDS FOR THE FURMAN PARK STORMWATER CAPTURE AND\nINFILTRATION PROJECT, CAPITAL IMPROVEMENT PROJECT (CIP) NO. 22-14\nThat the City Council:\n1) Adopt Resolution No. 25-8327, adopting the Final Initial Study/Mitigated Negative Declaration (IS/MND) and\nMitigation and Monitoring and Reporting Program (MMRP) for the Furman Park Stormwater Capture and\nInfiltration Project; and,\n2) Approve the plans and specifications and authorize the solicitation of construction bids for the Furman Park\nStormwater Capture and Infiltration Project, CIP No. 22-14.

4. APPROVAL OF A SOFTWARE AS A SERVICE AGREEMENT WITH TYLER TECHNOLOGIES, INC. FOR\nENTERPRISE RESOURCE PLANNING SYSTEM\nThat the City Council:\nApprove an agreement with Tyler Technologies, Inc. for implementation of a new Enterprise Resource Planning\n(ERP) system and for ongoing Software as a Service (SaaS) for an initial five -year term beginning January 1,\n2026 for a total contract amount of $2,647,911, renewing automatically for additional one (1) year renewal terms\nunless terminated in writing by either party at least sixty (60) days prior to the end of the then-current renewal\nterm.

5. APPROVAL OF A MEMORANDUM OF AGREEMENT WITH LOS ANGELES INTERAGENCY\nMETROPOLITAN APPREHENSION CRIME TASK FORCE (LA IMPACT) AND LOS ANGELES COUNTY\nPROBATION SERVICES\nThat the City Council:\n1) Approve a Memorandum of Agreement with the Los Angeles Interagency Metropolitan Apprehension Crime\nTask Force (LA IMPACT) and Los Angeles County Probation Services with a termination date of June 30, 2026;\nand,\n2) Authorize the City Manager, or his designee, to execute the Memorandum of Agreement (MOA) and to\napprove amendments to the agreement.

6. APPROVAL OF ARCTIC WOLF CYBER SECURITY SUBSCRIPTION RENEWAL\nThat the City Council:\nAuthorize the City Manager, or his designee, to execute the renewal contract for a one-year term with Arctic Wolf\nCyber Security Services subscription through CDW-G (a reseller) for $96,235.

REAPPOINTMENT TO THE GREATER LOS ANGELES COUNTY VECTOR CONTROL DISTRICT BOARD\nOF TRUSTEES\nThat the City Council:\nApprove the reappointment of Mayor Pro Tem Dorothy Pemberton as the City of Downey's Representative on\nthe Greater Los Angeles County Vector Control District (GLACVCD) Board of Trustees for two (2) years\ncommencing on January 5, 2026.

APPROVAL OF A RESOLUTION OF INTENTION TO FORM AN ENHANCED INFRASTRUCTURE\nFINANCING DISTRICT (EIFD); ESTABLISH THE DOWNEY EIFD PUBLIC FINANCING AUTHORITY; AND\nAPPOINTMENT OF MEMBERS TO THE EIFD PUBLIC FINANCING AUTHORITY\nThat the City Council:\n1) Adopt Resolution 25-8328, declaring its intention to establish the Downey Enhanced Infrastructure Financing\nDistrict (EIFD) and establishing the Downey EIFD Public Financing Authority (PFA); and,\n2) Appoint two members of the City Council to the Public Financing Authority Board, and appoint one member of\nthe City Council as an alternate Board member.
