3.\nAPPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO SOLICIT FOR\nCONSTRUCTION BIDS FOR THE BELLFLOWER BOULEVARD WATER SYSTEM IMPROVEMENTS,\nCAPITAL IMPROVEMENT PROJECT (CIP) NO. 18-10, AND FINDING THE PROJECT EXEMPT FROM\nTHE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO SECTION 15282(K)\nThat the City Council:\nApprove the plans and specifications, and authorize the solicitation of construction bids for the Bellflower\nBoulevard Water System Improvements, CIP No. 18-10 and further finding that the project is exempt from\nthe requirements contained in CEQA under Section 15282(k).

4.\nACCEPTANCE OF WORK FOR THE PARAMOUNT BOULEVARD STORMWATER LIFT STATION\nIMPROVEMENT, MISCELLANEOUS PROJECT (MP) NO. 407\nThat the City Council:\n1. Accept the work for the Paramount Boulevard Stormwater Lift Station Improvement, MP No. 407;\n2. Approve the final construction contract amount of $235,995; and,\n3. Authorize the Director of Public Works/City Engineer to file a Notice of Completion indicating the work is\ncomplete and has been accepted by the City.

5.\nADOPTION OF RESOLUTION APPROVING THE UPDATES TO THE CITY'S RECORDS RETENTION\nSCHEDULE\nThat the City Council:\nAdopt Resolution No. 26-8341, updating the City's Records Retention Schedule.

6.\nAPPOINTMENT TO THE PUBLIC WORKS COMMITTEE FOR COUNCIL DISTRICT 4\nThat the City Council:\nAdopt Resolution No. 26-8342, approving the appointment of Christian Gutierrez to the Public Works\nCommittee for Council District 4.

7.\nMID-YEAR BUDGET REPORT\nThat the City Council:\n1. Receive and file the Mid-Year Budget Performance Report for the 6-month period ending December 31,\n2025, which represents the balances and activity for the first and second quarters of FY 2025-2026;\n2. Approve a revenue increase of $3,058,944 to the General Fund FY 2025-2026 budget; and,\n3. Approve an appropriation increase of $2,646,889 to the General Fund FY 2025-2026 budget.

8.\nDISCUSSION REGARDING CITY COUNCIL COMPENSATION AND MONTHLY REIMBURSEMENT OF\nCITY COUNCIL BUSINESS RELATED EXPENSES\nThat the City Council:\nReceive a report regarding City Council Compensation monthly Reimbursement of City Council business\nrelated expenses and provide staff with direction.

9.\nDISCUSSION REGARDING A STREETLIGHT MASTER PLAN FRAMEWORK AND AUTHORIZATION\nFOR STAFF TO PREPARE A CITYWIDE STREETLIGHT MASTER PLAN\nThat the City Council:\n1. Discuss the proposed framework for preparation of a Citywide Streetlight Master Plan;\n2. Direct staff to prepare a Citywide Streetlight Master Plan, including Citywide inventory mapping,\ndeficiency analysis, prioritization scoring, conceptual improvement recommendations, and phased capital\nimplementation strategies; and,\n3.
