DRONE ENFORCEMENT OF ILLEGAL FIREWORKS VIOLATIONS AND DISCUSSION OF\nPOTENTIAL ORDINANCE AMENDING THE DOWNEY MUNICIPAL CODE TO HOLD PROPERTY\nOWNERS ACCOUNTABLE FOR UNLAWFUL FIREWORKS USED OR FOUND ON THEIR PROPERTY\nThat the City Council:\n1. Receive information concerning the proposed deployment of drones by the Downey Police Department\nduring the upcoming Independence Day period to more accurately identify locations where illegal\nfireworks are being discharged and to help detect, record, and document violations from the air; and,\n2. 4. APPROVE PROFESSIONAL SERVICES AGREEMENT WITH CWE CORPORATION FOR DESIGN OF\nAPOLLO PARK STORMWATER CAPTURE AND INFILTRATION IMPROVEMENTS, CAPITAL\nIMPROVEMENT PROJECT (CIP) NO. 23-23\nThat the City Council:\n1. Approve a professional services agreement with CWE Corporation for a term of three years at an\namount not to exceed $1,610,752 for design of Apollo Park Stormwater Capture and Infiltration\nImprovements, CIP No. 23-23;\n2. Authorize the Mayor to execute the agreement; and,\n3. Authorize the City Manager to execute any and all amendments to the agreement as deemed\nnecessary within the approved project budget.

5. APPROVAL OF CONSTRUCTION CONTRACT FOR THE FOSTER ROAD AND CARFAX AVENUE\nSTORM DRAIN IMPROVEMENTS (CIP) NO. 24-23\nThat the City Council:\n1. Reject bids by OrangeBlue General Contractors and Oppenheimer National in the amounts of $409,790\nand $417,398 as non-responsive;\n2. Award a contract to CEM Construction Corporation in the amount of $427,900 for the construction of\nFoster Road and Carfax Avenue Storm Drain Improvements, CIP No. 24-23; and,\n3. Authorize the City Manager, or his designee, to execute any change orders or additional scope of work\nfor this project deemed necessary or desirable up to the approved project budget of $675,000.

APPROVAL OF SPECIFICATIONS AND AUTHORIZATION TO SOLICIT FOR BIDS FOR WELL NO. 2\nREHABILITATION, CAPITAL IMPROVEMENT PROJECT (CIP) NO. 25-06, AND FIND THE PROJECT\nEXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT PURSUANT TO SECTION\n15301(D)\nThat the City Council:\nApprove specifications and authorize solicitation for bids for Well No. 2 Rehabilitation, CIP No. 25-06, and\nfurther find that the project is exempt from the requirements contained in the California Environmental\nQuality Act (CEQA) under Section 15301(d).

7. APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT WITH CANNON, INC. FOR\nSTRUCTURAL DESIGN SERVICES FOR THE FIRE APPARATUS STORAGE GARAGE PREENGINEERED METAL BUILDING (PEMB)\nThat the City Council:\n1. Approve a Professional Services Agreement with Cannon, Inc. in the amount of $111,750, for structural\nengineering services for the design of the Fire Apparatus Bay Garage Pre-Engineered Metal Building\n(PEMB);\n2. Authorize the Mayor to execute the agreement; and,\n3. Authorize the City Manager to execute any and all amendments to the agreement as deemed\nnecessary.

APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT WITH THE DOWNEY PATRIOT FOR\nPUBLICATION OF LEGAL NOTICES\nThat the City Council:\nApprove a Professional Services Agreement with The Downey Patriot in an amount not to exceed\n$75,000, for the publication of legal notices for the period beginning July 1, 2026 through June 30, 2027.

APPROVAL OF FULFILLMENT AGREEMENT BETWEEN THE CITY OF DOWNEY AND THE LOS\nANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY (LACMTA) FOR\nUNPROGRAMMED SURFACE TRANSPORTATION PROGRAM-LOCAL (STP-L) FUNDS\nThat the City Council:\n1. Authorize the City Manager to enter into an agreement with the LACMTA for the unprogrammed STP-L\nfunds converted to Prop C funds to be used for street rehabilitation projects; and,\n2. Appropriate $339,952 in Prop C funds into the Bellflower Pavement Rehabilitation Project (54-1-6712-\n0520).

Conduct a public hearing concerning the City of Downey Water System 2025 Public Health Goals\nReport; and,\n2. Adopt Resolution No. 26-8361, approving and adopting the City of Downey Water System 2025 Public\nHealth Goals Report.
