J. Notice of Completion: Highland Promenade Project for Green Giant Landscape Inc.\nRecommended Action: Accept the project as complete in the amount of $1,140,648.61.

K. Amendment to Professional Services Agreement with Dahlin Group, Inc. Expanding\nDesign Services Scope to Include Parking Lot for Phase II of the Duarte Park\nRevitalization Project\nRecommended Action: 1.) Authorize the City Manager to execute this Request for\nAdditional Services with Dahlin Group, Inc, for the expanded design scope, which\nincludes incorporation of a parking lot into Phase II of the Duarte Revitalization\nProject and 2.) Approve a budget amendment of $17K.

A. Adoption of Ordinance amending portions of Chapter 19.38.050 of the Duarte Development Code “Off-street Parking requirements”, specifically sections\n19.38.050(F), 19.38.050(I)(4) and Table 3-4 including Chapter 19.100.020 to update\nstandards related to single-family residential additions and off-street parking requirements\nRecommended Action: Conduct a public hearing and introduce for first reading\nOrdinance No. 26-04, amending Chapters 19.38.050 and 19.100.020 of the Duarte\nDevelopment Code to update standards for single-family residential additions and off-street parking requirements.

Amendments to the Duarte Municipal Code (“DMC”) to clarify inconsistencies\nregarding posting of political campaign signs in the DMC and the Duarte Development Code\nRecommended Action: Conduct a public hearing and approve the introduction of\nOrdinance No. 26-03 for the first reading of An Ordinance of the City Council of the\nCity of Duarte, California, Amending Section 9.34.040 of Chapter 9.34 of the Duarte Municipal Code Regarding Political Campaign Signs.

A. Citywide Objective Design Standards for Multifamily and Mixed-Use Residential Development Projects\nRecommended Action: Conduct a public hearing and adopt Resolution No. 26-17\nestablishing Citywide Objective Design Standards for multifamily and mixed-use\nresidential development projects as required by State law.

B. Selection and Approval of 2025 Call for Artists Utility Box Art Designs and Implementation of Remaining City-Owned Utility Box Locations\nRecommended Action: 1) Select and approve recommended designs for each utility\nbox location as part of the 2025 Call for Artists for the City’s Utility Box Art Program 2)\nAuthorize City staff to retain and implement non-selected finalist artwork\nsubmissions from the 2025 Call for Artists at remaining City-owned utility box\nlocations, subject to artist consent 3) Approve a budget amendment in the amount of\n$22,000 for implementation of the remaining utility box locations.
