Renew and Approve Policy 706 Military Equipment Use, 2024\nEdition\nRECOMMENDATION:\nThat Mayor Wells requests the City Clerk to recite the title.\nAn Ordinance Reviewing and Approving Ordinance 5119 to\nRenew Restrictions Relating to Purchase of Military Equipment,\nSupplies, or Other Property for Law Enforcement Use; Approving\nthe El Cajon Police Department's Annual Military Equipment\nReport for 2024 and Approving Policy 706 Military Equipment Use,\n2024 Edition.\nThe proposed action is exempt from the California Environmental\nQuality Act (CEQA) in accordance with CEQA Guidelines section\n15378. Adoption of an Ordinance authorizing the police\ndepartment’s use of current and budgeted equipment does not\nmeet CEQA's definition of a “project,” because such administrative\naction does not have the potential for resulting in either a direct\nphysical change in the environment or a reasonably foreseeable\nindirect physical change in the environment.\nCLOSED SESSIONS:

6. FY 2023 Paul Coverdell Forensic Science Improvement Grant\nAward\n(Performance Period 04/01/2024 – 03/31/2025)\nRECOMMENDATION:\nThat the City Council takes the following actions:\n1. Authorize the City Manager, or designee, to accept the FY\n2023 Paul Coverdell Forensic Science Improvement Grant\n(CVRDLL23) in the amount of $52,621 and execute any grant\ndocuments and agreements necessary for the receipt and use\nof these funds; and\n2. Appropriate funding of $52,621 for maintenance and support\nservices to existing compliance software programs, operating\nsupplies expenses, and overtime costs for two Forensic\nEvidence Technicians.

7. Authorization to Establish a Local Early Action Planning (LEAP)\nDesign Project\nRECOMMENDATION:\nThat the City Council adopts the next Resolution, in order, to:\n1. Establish a Capital Improvement project for the El Cajon\nBoulevard and Washington Avenue/Marshall Avenue gateway\nroundabout project (253862PWCP) to appropriate and expend\n$500,000; and\n2. Appropriate and expend the $500,000 California Department of\nHousing and Community Development (HCD) Grant (HCD-\nLEAP24) funds to design the El Cajon Boulevard and\nWashington Avenue/Marshall Avenue gateway roundabout\nproject.

8. Wastewater Enterprise Fund Appropriation for Two Completed\nEmergency Projects\nRECOMMENDATION:\nThat the City Council adopts the next Resolution, in order, to\nappropriate $3,252,345 of Wastewater Enterprise Fund balance\ndue to two recently completed emergency projects.
