10. Acceptance of the Neighborhood Street Lights 2023 Project (233784PWCP), Bid No. 030-24 RECOMMENDATION: That the City Council: 1. Accepts the Neighborhood Street Lights 2023 Project (233784PWCP), Bid No. 030-24, as completed by T&M Electric, Inc., DBA Perry Electric; and 2. Authorizes the City Clerk to record a Notice of Completion and release all bonds in accordance with the contract terms.

11. Re-appointment to the Mission Trails Regional Park Citizens' Advisory Committee RECOMMENDATION: That the City Council re-appoints Scott Penwell to the Mission Trails Regional Park Citizens' Advisory Committee for a four-year term to expire on 01/31/2030.

12. Approval of El Cajon Professional Firefighters Local 4603 Side Letter adding Firefighter Trainee RECOMMENDATION: That the City Council approves and authorizes the terms and conditions of the Side Letter Agreement between the City and the El Cajon Professional Firefighters Local 4603 (ECPFF) adding the Firefighter Trainee classification.

13. Approval of the Citywide Compensation Plan Effective June 20, 2026 RECOMMENDATION: That the City Council adopts the next Resolution, in order, approving the revisions to the Citywide Compensation Plan, effective June 20, 2026.

14. Approval of CalPERS Contract Amendment Side Letter for Police Officer's Association Management Group RECOMMENDATION: That the City Council approves and authorizes the terms and conditions of the CalPERS Limited Side Letter Agreement between the City and the Police Officers' Association Management Group.

15. Approval of CalPERS Contract Amendment Side Letter for Police Officers' Association RECOMMENDATION: That the City Council approves and authorizes the terms and conditions of the CalPERS Limited Side Letter Agreement between the City and the Police Officers' Association.

16. Approval of Resolution Authorizing Contract Amendment for RFP No. 010-26 – Comprehensive Land Use Planning Services RECOMMENDATION: That the City Council adopts the next Resolution, in order, to increase compensation for the Agreement for Professional Services with Kimley-Horn and Associates, Inc. (KHAI) for the Comprehensive Land Use Planning Services in the not-to-exceed amount of $210,409 through February 3, 2028.

17. Classification Specification Updates and Salary Setting for the Park Maintenance Division RECOMMENDATION: That the City Council approves and authorizes the proposed new classification specifications and salary setting for Park Maintenance Worker I, Park Maintenance Worker II, and Park Maintenance Supervisor; and approves and authorizes the classification specification updates for Park Maintenance Worker III.

18. California Foundation for Parks & Recreation (CFPR) 2026 Community Swim Lesson Grant Award RECOMMENDATION: That the City Council accepts, appropriates, and expends a grant of $1,500 from the California Foundation for Parks & Recreation (CFPR) 2026 Community Swim Lesson Grant (SWIMLSSN26).

2. Warrants RECOMMENDATION: That the City Council approves payment of Warrants as submitted by the Finance Department.

4. Monthly Treasurer’s Report for the period ended May 31, 2026 RECOMMENDATION: That the City Council receives the Monthly Treasurer’s Report for the period ended May 31, 2026.

5. Acceptance of 2026 Local Agency Biennial Notice and Approval of Resolution Amending the City's Conflict of Interest Code RECOMMENDATION: That the City Council adopts the next Resolution, in order, approving changes to the designated employee and official positions required to be filed under the City’s Conflict of Interest Code.

6. Approval of Resolution Acknowledging Receipt of a Report On Annual Inspections of State-Mandated Occupancies RECOMMENDATION: That the City Council adopts the next Resolution, in order, acknowledging receipt of the Fire Chief’s annual report on state-mandated inspections.

7. Adoption of Ordinance to Renew and Approve Policy 706 "Military Equipment Use Policy" and Approve Annual Military Equipment Reports RECOMMENDATION: That the City Council adopts the next Ordinance, in order, to renew and approve Policy 706 and the annual reports.

8. FY26 Coverdell Forensic Science Improvement Grant Award RECOMMENDATION: That the City Council authorizes the City Manager or his designee to accept, appropriate, and expend the FY26 Paul Coverdell Forensic Science Improvement Grant (CVRDLL26) in the amount of $51,391, and execute any grant documents and agreements necessary for the receipt and use of these funds.

9. Approval of Resolution Authorizing Modification of Previously Approved Vehicle Replacement Schedule RECOMMENDATION: That the City Council adopts the next Resolution, in order, authorizing the modification of the previously approved vehicle replacement schedule.
