Find the project exempt from further environmental review pursuant to\nthe California Environmental Quality Act ("CEQA") Guidelines\n§15060(c)(3) and §15061(b)(3), as the ordinance does not constitute a\n"project" within the meaning of CEQA §15378 and the "common sense"\nexemption as the action of amending the language has no potential\nresult in a direct or reasonably foreseeable indirect physical change to\nthe environment and the action is limited to minor amendments to the\nexisting Development Agreement, does not authorize or approve any\nphysical development, and there is no possibility that the action may\nresult in a significant effect on the environment.\n2.
