4. Introduction of an Ordinance to Amend Development Agreement No. 5751\nfor Beach Cities Media Campus\nRecommendation -\n1. Find the project exempt from further environmental review pursuant to\nthe California Environmental Quality Act ("CEQA") Guidelines\n§15060(c)(3) and §15061(b)(3), as the ordinance does not constitute a\n"project" within the meaning of CEQA §15378 and the "common sense"\nexemption as the action of amending the language has no potential\nresult in a direct or reasonably foreseeable indirect physical change to\nthe environment and the action is limited to minor amendments to the\nexisting Development Agreement, does not authorize or approve any\nphysical development, and there is no possibility that the action may\nresult in a significant effect on the environment.\n2. Introduce and waive the first reading of an ordinance amending certain\nsections of Development Agreement No. 5751, most notably the allowed\nuses at the site to include a Professional Sports Team Headquarters and\nTraining Facility use, and a fourth alternative Conceptual Site Plan.\n3. Schedule a second reading of the ordinance for the December 2, 2025\nregular City Council Meeting or as soon thereafter it may be considered.\n4. Adopt a resolution requesting membership in the California\nIntergovernmental Risk Authority and participation in the Liability and\nWorkers’ Compensation Programs and authorizing the City Manager to\nenter into their Joint Powers Agreement.\n2.
