Second Reading and Adoption of Two Ordinances Amending El Segundo\nMunicipal Code Title 13 (Building Regulations) to Adopt by Reference,\nwith Certain Local Amendments, all Relevant Parts of the 2025 California\nBuilding Standards Code, the 2024 International Property Maintenance\nCode and 2024 Swimming Pool and Spa Codes, and the 2025 California\nFire Code (CFC).\nRecommendation -\n1. Conduct a public hearing to consider two ordinances to amend El\nSegundo Municipal Code Title 13 to adopt by reference, with certain\nlocal amendments, chapters 1 through 11, 19 and 23 of the El Segundo\nMunicipal Code and Adopting the 2025 Title 24 California Code of\nRegulations, the 2025 California Building Standards Code and 2024\nInternational Property Maintenance Code and Swimming Pool and Spa\nCodes, and the 2025 Fire Code.\n2. Adopt both resolutions justifying the local amendments to the Building\nand Fire Code ordinances.\n3. Waive second reading and adopt the ordinance and find that is exempt\nfrom further environmental review under 14 Cal. Code Regs. §§\n5308,15061(b)(3) and 5060(c)(2).\n4. Review and provide direction on recommended policies for the Candy\nCane Lane event regarding street closures, food and beverage sales,\nand duration of the City sponsoring the event, which is shorter than the\nactual time that residents in the area display their holiday lights and\nother decorations.\n2. Consider options for vehicular traffic/road closures on E. Acacia Avenue\nand sales of food and beverages.\n3. Alternatively, discuss and take other action related to this item.

12. Side Letter Agreement Between the City of El Segundo and the El\nSegundo City Employees’ Association, AFSCME, Local 3519\nRecommendation -\n1. Approve a Side Letter Agreement Between the City of El Segundo and\nthe El Segundo City Employees’ Association (CEA) revising the Standby\nPay provision in the Memorandum of Understanding (MOU) to increase\nthe compensation from two (2) hours to three (3) hours per day.\n2. Appropriate $17,500 from General Fund Reserves for FY 2025-26 to the\nvarious payroll budget accounts.\n3. Alternatively, discuss and take other action related to this item.

Introduction of Ordinance Amending the City's Existing Anti-Camping\nOrdinance to Include Certain Portions of Private Property and to Ensure\nAccess to Nonresidential Buildings\nRecommendation -\n1. Introduce and waive the first reading of an Ordinance amending\nSections 7-8-3 and 7-8-4 of Chapter 8 (Prohibited Camping) to Title 7\n(Nuisances and Offenses) of the El Segundo Municipal Code (“ESMC”)\nto expand current anti-camping prohibitions and find that such actions\nare exempt from the California Environmental Quality Act, pursuant to\nGuidelines §§ 15060(c)(3), 15061(b)(3), and 15378.\n2. Schedule a second reading of the ordinance for the December 16\nregular City Council meeting or as soon thereafter it may be considered.\n3. Receive and file an update from ESPD on the City's homeless outreach\nprogram "PATCHES."\n4. Alternatively, discuss and take other action related to this item.
