City Council to consider and initiate amendments to the\nImplementation Plan ("IP") of the City’s Local Coastal Program\n("LCP") and the Zoning Ordinance of the Encinitas Municipal\nCode ("EMC") to incorporate replacement parking standards in\nareas west of Coast Highway 101 and state legislative\nchanges that went into effect on January 1, 2023, as enacted\nunder SB 897 and AB 2221 regarding Accessory Dwelling\nUnits ("ADU"). Environmental Considerations: This action is\nexempt from the environmental review pursuant to California\nEnvironmental Quality Act ("CEQA") Guidelines Section\n15378(b)(5), which exempts organizational or administrative\nactivities of governments that will not result in direct or indirect\nphysical changes in the environment. The action before the\nCity Council is to receive the report, provide input of further\ndirection, as appropriate, which may inform how future work\nwill be conducted, and initiate the process to prepare and\nconsider potential amendments.
