Public hearing to consider adoption of the El Camino Real Specific Plan\n(ECRSP) and related amendments to the Encinitas Zoning Regulations, the\nLand Use Element of the General Plan, and the Local Coastal Program.\nEnvironmental Considerations: Pursuant to California Environmental Quality\nAct (CEQA) Guidelines Section 15105(b), an Initial Study (IS) has been\nprepared which determined that no significant environmental impacts would\nresult from the proposed project with mitigation measures incorporated into\nthe project. Therefore, a Mitigated Negative Declaration (MND) was prepared\nfor the project that includes mitigation measures for Biological Resources\n(BIO-1) and Tribal Cultural Resources (TCR-1) incorporated into the project as\nfiled with the State Clearinghouse (State Clearinghouse No. 2024060039),\nand San Diego County Clerk-Recorder’s Office.
