Additionally, the amendments to the Downtown Encinitas Specific Plan and the North 101 Corridor Specific Plan, which reference and incorporate the objective design standards as an appendix, are exempt pursuant to CEQA Guidelines Section 15061(b)(3). This exemption applies because it can be seen with certainty that the adoption of these amendments will not result in a significant effect on the environment. All projects for which the objective design standards would apply would undergo separate project level specific CEQA review and approval.
