E.\nMobile Rugged Computers\n25-0281\n1. Authorize the Purchasing Division to procure Getac Mobile Rugged\nComputers utilizing the Purchasing Policy and Procedure Manual 3.1.5\nNon-Competitive Proposal - Purchase by Another Agency.\n2. Authorize to use the Sourcewell contract #020624-SYN to purchase the\nGetac Mobile Rugged Computers and accessories from the authorized\nsubcontractor dealer Code 3 Technology in the amount of $427,777.00\nplus applicable sales tax.\n3. Approve and authorize the Purchasing Division to procure future Getac\nRegular Agenda\nJune 10, 2025\nmobile rugged computers and accessories from the Sourcewell contract\n#020624-SYN through the term of May 3, 2032.

F.\nExclusive Negotiation Agreement for the Vacant Land\nGenerally Located Between Nuevo Avenue and Juniper\nAvenue and between Arrow Boulevard and the Pacific\nElectric Trail, in the City of Fontana, California\n25-0283\n1. Approve an Exclusive Negotiation Agreement (ENA) between the City of\nFontana (City), the Fontana Housing Authority (Authority), National\nCommunity Renaissance, a California nonprofit public benefit corporation\nand Pelican Communities, a California limited liability company (together\nreferred to herein as Developers) to facilitate future development of an\naffordable and market rate housing project (Forge District Project); and\n2. Authorize the City Manager to execute the ENA and any other related\ndocuments.

G.\nAcceptance of World Trade Center Beam for First\nResponder Memorial\n25-0310\nStaff recommends that the City Council accept the donation of a 20-foot steel\nbeam from the World Trade Center from the San Bernardino County\nProfessional Firefighters Local 935, to be incorporated into the construction\nof the City of Fontana’s First Responder Memorial.

H.\nAmerican Rescue Plan Act Update\n25-0296\nReceive update and approve revisions to the American Rescue Plan Act\n(ARPA) Expenditure Plan, including the leveraged projects.

A.\nProposed City’s Annual Operating Budget for Fiscal Years\n2025/26 and 2026/27\n25-0284\n1. Adopt Resolution No. 2025- 035, of the City Council of the City of\nFontana to approve and adopt the City's Annual Operating Budget for\nFiscal Years 2025/2026 and 2026/2027 and authorize adjustments for\nfinal fund balance.\n2. Authorize the carryforward of available one-time funding and capital\nimprovement project budgets at 2024/25 fiscal yearend to the following\nfiscal year.\n3. Adopt Resolution No. 2025- 036, of the City Council of the City of\nFontana establishing a General Fund Appropriations limit of $\n397,779,254 pursuant to Article XIII (B) of the California Constitution for\nRegular Agenda\nJune 10, 2025\nFiscal Year 2025/2026.\n4. Adopt Resolution No. 2025- 037, of the City Council of the City of\nFontana, California, approving the updated salary tables for Executive\nemployees, Fontana Police Benefit Association,\nManagement/Confidential employees, Teamsters Local 1932 City Hall\nUnit, and Teamsters Local 1932 Public Works Unit.\n5. Adopt Resolution No. 2025- 038, of the City Council of the City of\nFontana, California, adopting the Fiscal Years 2025/26 - 2031/2032\nCapital Improvement Program.
