Page 95\nRecommended Action: Staff recommends that the City Council select Alternative Number 1\nto adopt the attached Ordinance of the City Council of the City of Fountain Valley approving\na Notice of Exemption in accordance with the California Environmental Quality Act (CEQA)\nand approving Code Amendment No. 23-03 that is an amendment to the Fountain Valley\nCrossings Specific Plan (FVCSP) to allow freeway oriented signs with a digital display on\nproperties meeting certain criteria.\nPUBLIC HEARINGS\nEach person will have up to 3 minutes to speak on each Public Hearing.
