Authorize Administrative Services Director, or designee, to award a $40,756.80\npurchase order to Zero Foodprint.\n2. Authorize City Manager, or designee, to execute and administer agreements and\nrelated documentation necessary to procure Senate Bill 1383 credit for 1,940.80 tons\nof compost use.

15. FULLERTON MUNICIPAL CODE NOISE STANDARDS AND REGULATIONS\nAMENDMENTS\nStaff noticed a public hearing to amend Fullerton Municipal Code noise standards on\nNovember 21, 2023. The Planning Commission must first consider the item at a continued\nPublic Hearing on November 22, 2023. Staff requests City Council continue their Public\nHearing to accommodate the Planning Commission schedule.\nRecommendation:\nContinue Public Hearing to December 19, 2023 at 5:30 p.m. in the Fullerton Council\nChamber.

PROFESSIONAL SERVICES AGREEMENT WITH FALCK MOBILE HEALTH CORP.\nFOR EMERGENCY BASIC LIFE SUPPORT AMBULANCE SERVICES\nProvide direction regarding ambulance service levels and authorize City Manager, or\ndesignee, to finalize and execute a three-year Professional Services Agreement with\nFalck Mobile Health Corp. with two additional one-year optional renewals for Emergency\nBasic Life Support Ambulance Services.\nRecommendation:\n1. Authorize City Manager, or designee, to execute and administer a Professional\nServices Agreement with Falck Mobile Health Corp., related documents and options to\nrenew, including expansion of Emergency Basic Life Support Ambulance Services on\nJuly 1, 2024, in a form approved by the City Attorney.\n2. Approve $191,340 budget appropriation from available General Fund (Fund 10) fund\nbalance to Fire Department Fire EMS Program (Subprogram 246).

SERIES STREET LIGHT AND PILOT STREETLIGHT PROJECTS UPDATE\nThe City has approximately 7,000 streetlights with approximately half on high-voltage\n(series) circuits powered by transformers that Southern California Edison (SCE) no longer\nsupports. Staff and SCE are searching for alternatives, including two pilot programs.\nRecommendation:\nReceive and file.

18. UNION PACIFIC PARK DESIGN\nThe Parks and Recreation Commission approved the Union Pacific Park proposed\nconcept plan on November 13, 2023. The design incorporated extensive community input,\nincluding Union Pacific Ad-Hoc Committee recommendations and community survey\nresults.\nRecommendation:\nApprove the proposed design for Union Pacific Park.

TENTATIVE AGREEMENT BETWEEN THE CITY OF FULLERTON AND THE\nFULLERTON POLICE MANAGEMENT ASSOCIATION\nProposed Memorandum of Agreement between the City of Fullerton and the Fullerton\nPolice Management Association reflecting a tentative agreement on wages, hours and\nworking conditions for City Council consideration.\nRecommendation:\n1. Adopt Resolution No. 2023-XXX.\nRESOLUTION NO. 2023-XXX - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF FULLERTON, CALIFORNIA, APPROVING THE MEMORANDUM OF\nAGREEMENT BETWEEN THE CITY AND THE FULLERTON POLICE\nMANAGEMENT ASSOCIATION\n2. Approve a $163,187 budget appropriation from the General Fund (Fund 10)\nunassigned fund balance to Police Department budget for Fiscal Year 2023-24.

Adopt Resolution No. 2023-XXX.\nRESOLUTION NO. 2023-XXX - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF FULLERTON, CALIFORNIA, AUTHORIZING A REPRESENTATIVE TO SIGN\nAND EXECUTE AGREEMENTS WITH THE CALIFORNIA DEPARTMENT OF\nTRANSPORTATION FOR THE CITY OF FULLERTON TRANSIT STATION\nENHANCEMENT PROJECT\n2. Authorize City Manager to execute agreements for services, supplies and materials as\nnecessary in the amounts needed and in an expeditious manner to fulfill grant\nrequirements and ensure all deliverables are completed by December 2024.\n3. Appropriate receipt and use of $799,000 grant award from the Clean California Transit\nprogram in Capital Projects Fund (Fund 74).
