13.A PUBLIC HEARING: INTRODUCTION OF ORDINANCE NO. 1882 : Adding Chapter\n9.72 (Vacant Registry Program) to Title 9 (Public Peace, Morals and Welfare) of\nthe Gardena Municipal Code relating to properties that are vacant, abandoned or in\nforeclosure proceedings.\nEnvironmental Consideration: Adoption of this ordinance does not qualify as a\nproject per CEQA Guidelines section 15378 and is not subject to CEQA because\nthere is no potential for any physical change in the environment. Even if CEQA\nwere applicable, the adoption of this Ordinance would be exempt under CEQA\nGuidelines section 15061(b)(3) commonsense exemption as there is no possibility\nof any significant effect on the environment.\nStaff respectfully recommends that the City Council:\n1. Open the public hearing;\n2. Receive testimony from the public, allowing three (3) minutes for each\nspeaker; and\n3. Close the public hearing.\nStaff Recommendation for Motion:\n1.
