ENVIRONMENTAL ASSESSMENT #19-24, SITE PLAN REVIEW #4-24, AND TENTATIVE PARCEL MAP\n#2-24;\nThe Planning and Environmental Quality Commission reviewed a request to approve Environmental\nAssessment (EA #19-24), Site Plan Review (SPR #4-24), and Tentative Parcel Map (TPM #2-24; Tentative\nParcel Map No. 85142) to allow the construction of four (4) three-story condominium units in the Medium\nDensity Multi-Family Residential (R-3) zone portion of a split zoned R-3 and Single-Family Residential (R-1).\nEnvironmental Consideration: The proposed project is being considered for a categorical exemption from the\nprovisions of the California Environmental Quality Act (CEQA) pursuant to Guidelines Section 15303(b) (Class\n3 - New Construction or Conversion of Small Structures), in that it consists of the construction and location of\nlimited numbers of new, small facilities or structures.\nAPPLICANT: Steve Stepakis\nLOCATION: 1031 Magnolia Avenue, APN (6113-035-015).\nCommission Action: The Planning and Environmental Quality Commission continued the public hearing for\nEnvironmental Assessment #19-24, Site Plan Review #4-24, and Tentative Parcel Map #2-24, to a date certain\nof July 7, 2026, by vote of 4-0, with one commissioner recusing their vote.\nCity Council Action: No City Council action required.

ZONE TEXT AMENDMENT #1-26\nThe Planning and Environmental Quality Commission reviewed a recommendation to amend Chapter 18.13 of\nthe Gardena Municipal Code relating to Accessory Dwelling Units (ADUs) and Junior Accessory Dwelling Units\n(JADUs).\nEnvironmental Consideration: The Zone Text Amendment and Ordinance is exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to Public Resources Code Section 21080.17 which exempts\nordinances implementing accessory dwelling unit ordinances.\nLOCATION: City Wide\nCommission Action: The Planning and Environmental Quality Commission adopted Resolution No. PC 5-26,\nby vote of 5-0, recommending that the City Council adopt an Ordinance for Zone Text Amendment #1-26.\nCity Council Action: No City Council action required. Zone Text Amendment #1-26 will be reviewed and\nconsidered by the City Council at a future City Council meeting.
