Community Services and Parks, re: FY 2019-2020, 2021-2022, 2023-2024, 2024-2025\nAnnual Action Plan Substantial Amendment for Community Development Block\nGrant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment\nPartnerships Act (HOME) to reprogram $1,424,758.38\n1. City Council Motion to (1) approve reprogramming $1,328,171 between Pac/Ed\nArtificial Turf and Pacific Natural Grass Projects and $96,587.38 in Undesignated HUD\nFund Balance between Program Years for Glendale Youth Center Project; (2)\nauthorize the City Manager or a designee to execute all agreements, amendments,\ncertifications, and documents necessary to carry out the reprogramming of funds; (3)\nauthorize submission to the U.S. Department of Housing and Urban Development\n(HUD) of a substantial amendment to the FY FY2019-2020, 2021-2022, 2023-2024,\n2024-2025 CDBG, ESG, and HOME Annual Action Plans regarding the\nreprogramming of funds; and (4) authorize the City Manager, or a designee, to redirect\nexcess, cancelled, or unused program funds under $50,000 among projects with\nCDBG Advisory Committee approval\n2. Housing Authority Motion to authorize submission to HUD of a substantial amendment\nto the FY FY2019-2020, 2021-2022, 2023-2024, 2024-2025 CDBG, ESG, and HOME\nAnnual Action Plans regarding the reprogramming of $1,328,171 between Pac/Ed\nArtificial Turf and Pacific Natural Grass Projects and $96,587.38 in Undesignated HUD\nFund Balance between Program Years for Glendale Youth Center Project\n3.
