A Public Hearing to consider an Ordinance Amending the Glendora Municipal Code and the\nOfficial Zoning Map Pursuant to the 2021-2029 General Plan Housing Element - Programs 8 and\n9 (PLN23-0003)\nCITY RECOMMENDATION: Open and conduct the Public Hearing, accept the evidence and\ntestimony presented, and in the absence of substantial testimony to the contrary, consider the\nfollowing: 1. Find and determine that the ordinance is consistent with the Initial Study and\nNegative Declaration prepared for the adopted General Plan Housing Element in compliance with\nthe California Environmental Quality Act (CEQA); 2. First reading and introduction of an\nOrdinance entitled, “AN ORDINANCE OF THE CITY COUNCIL AMENDING CHAPTER\n21.10 OF THE ROUTE 66 CORRIDOR SPECIFIC PLAN (TABLE 6-2 OF SECTION 21.10.350\nZONING SUBDISTRICT DEVELOPMENT STANDARDS), REZONING CERTAIN\nPARCELS FROM RT66-GLG TO RT66-TCMU, AND AMENDING CHAPTER 21.14 ARROW\nHIGHWAY SPECIFIC PLAN, SECTION 2.3.1 LAND USE ZONES OVERVIEW TO\nINCREASE HOUSING DENSITY AND ESTABLISH MINIMUM RESIDENTIAL\nDENSITIES, AND TO REVISE SECTION 21.03.130.I OF THE MUNICIPAL CODE TO\nREQUIRE MINISTERIAL APPROVAL FOR CERTAIN AFFORDABLE HOUSING\nDEVELOPMENTS IN ORDER TO IMPLEMENT THE 6TH RHNA CYCLE (2021-2029)\nGENERAL PLAN HOUSING ELEMENT” (PROJECT PLN23-0003);" and 3. Direct the\npreparation of a summary of ordinance for publication pursuant to Govt Code 36933 and\nResolution CC 2018-40.

A Public Hearing to Consider a Joint Resolution Adopting the Two-Year Budget of the City of\nGlendora for Fiscal Years 2023-24 and 2024-25, adopting the Investment Policy for Fiscal Year\n2023-24, Delegating Investment Authority, Establishing Job Classes and Determining and\nEstablishing the Gann Appropriations Limit for Fiscal Year 2023-24 (Strategic Plan Goal 2 –\nMaintain Fiscal Stability and Sustainability)\nCITY/AGENCY/AUTHORITY RECOMMENDATION: 1. Adopt a Joint City Council\nResolution entitled, "A JOINT RESOLUTION ADOPTING THE BUDGET FOR THE CITY OF\nGLENDORA FOR FISCAL YEAR BEGINNING JULY 1, 2023, AND ENDING JUNE 30,\n2024, AND ADOPTING THE TENTATIVE BUDGET PLAN FOR FISCAL YEAR\nBEGINNING JULY 1, 2024, AND ENDING JUNE 30, 2025;" 2. Award Professional Contract Services Agreement to JMDiaz,\nInc. (JMD) in an amount not to exceed $200,000 for services related to providing professional\nengineering land development services; and 2.
