A Public Hearing to consider the FY 2024-2025 Annual Action Plan and Substantial Amendment\nto the FY 2023-2024 Annual Action Plan for the Community Development Block Grant (CDBG)\nProgram\nCITY/AGENCY/AUTHORITY RECOMMENDATION: Open and Conduct the Public Hearing,\naccept evidence and testimony presented, close the hearing and in the absence of evidence and\ntestimony to the contrary: 1. Approve the CDBG Annual Action Plan FY 2024-2025; 2. Authorize\nstaff to adjust funding levels based on actual allocation; 3. Approve the Substantial Amendment to\nthe CDBG Annual Action Plan FY 2023-2024; and 4. Authorize the City Manager to submit the\nAnnual Plan Application and Substantial Amendment for CDBG funding to the Department of\nHousing and Urban Development (HUD).

Find and determine that the Ordinance is exempt from the\nCalifornia Environmental Quality Act (CEQA); 2. Introduce for first reading an Ordinance entitled,\n“An ordinance of the City Council amending certain sections of Title 21 (Zoning) of the Glendora\nMunicipal Code to bring it into compliance with State law and streamline the construction of\nAccessory Dwelling Units and SB 9 units consistent with the City’s 6th RHNA Cycle (2021-2029)\nGeneral Plan Housing Element (File # PLN23-0035);” and 3. Direct the preparation of a summary\nof the ordinance for publication pursuant to Govt Code 36933 and Resolution CC 2018-40.
