Consideration of Changes to the City of Glendora Public Meetings Rules and Protocols for the\nConduct of Public Meetings, Proceedings and Business and the City’s Current Hybrid Meeting\nModel\nCITY RECOMMENDATION: 1. Approve a request by the Community Services Commission to\nchange the start time of their regularly scheduled meetings to 6:00 p.m. instead of 7:00 p.m., and the\nfrequency in which regularly scheduled Community Services Commission meetings occur from\nonce a month to the third Thursday of odd number months to allow more flexibility; 2. Consider\nproposed changes to the City of Glendora Public Meeting Rules and Protocols and if desired, adopt\na City Council Resolution amending the rules for the Conduct of Public Meetings, Proceedings and\nBusiness; and 3. Consider the City’s current hybrid model, review options, and provide direction to staff on desired changes.

Consideration of Amendment No. 5 to the Agreement between Western Water Works Supply\nCompany and the City of Glendora dated June 25, 2019, for Water Line Parts and Supplies in an\namount not to exceed $250,000 per Fiscal Year\nCITY RECOMMENDATION: 1. Approve Amendment No. 5 to the Agreement with Western Water\nWorks Supply Company for the purchase of water line parts and supplies, increasing the “total\ncompensation” to $250,000 per fiscal year beginning FY 2023/24, and extending the term of the\nagreement through June 30, 2025; and 2. Approve a one-year contract extension for The Sauce Creative\nServices Corporation for the publication, printing, and distribution of three issues of the Recreation\nand Human Services Department Activity Guide/Glendora report in the amount of $69,570.03 for\none year.

Consideration of Consulting Agreements with Trussell Technologies, Inc. and J Squared Consulting,\nLLC for Development of a Lead Service Line Inventory in a Total Amount Not to Exceed $259,400.\nCITY RECOMMENDATION: 1. Award a Consulting Agreement with Trussell Technologies, Inc. for\nthe development of a Lead Service Line Inventory in an amount not to exceed $228,992 plus a 10%\ncontingency of $22,899 for a total not to exceed the amount of $251,891; 2. Award a Consulting\nAgreement with J Squared Consulting LLC for project management services related to the\ndevelopment of a Lead Service Line Inventory in an amount not to exceed $7,500; 3. Authorize the\nCity Manager or his designee to execute the agreements, including minimal and/or non-substantive\nchanges; 4.
