1. CONFERENCE WITH REAL PROPERTY NEGOTIATORS A closed session will be held, pursuant\nto Government Code 54956.8, enable the City Council and Housing Authority to give direction to its\nnegotiator(s) Adam Raymond, Danny Aleshire, Moises Lopez, and Jeff Kugel regarding that certain\nreal property 1762 Dale Road, APN 8631-013-023. The City's real property negotiator will seek\ndirection from the City Council regarding Exclusive Negotiating Agreement.

10. Update to fill an Unscheduled Vacancy on the Community Services Commission, Office No. 3 with a Term expiring June 30, 2027\nCITY RECOMMENDATION: 1. Receive update and provide direction to staff on appointing\napplicant to fill an unscheduled vacancy on the Community Services Commission (Office No. 3;\nTerm Ending June 30, 2027); and 2. Confirm City Council availability for a Special Meeting on\nTuesday, February 11, 2025 to conduct interviews and appoint.

Approval of a contract service agreement with RSG, Inc. for consulting services related to annexation\nof unincorporated areas within the City of Glendora's sphere of Influence (Project # PLN24-0027)\nCITY RECOMMENDATION: 1. Approve a contract services agreement with RSG, Inc. for\nprofessional services to assist the City to annex five remaining unincorporated areas within the City of\nGlendora’s sphere of influence; and 2. Approve a supplemental appropriation in General Fund (101)\nin the amount of $160,000; and 3. Authorize the City Manager or their designee to execute the\nagreement, including minimal and non-substantive changes.

12. Approve a Professional Services Agreement with EXP U.S. Services Inc. for Design Services and\nConstruction Project Management for the Glendora Avenue Water and Street Improvement Project in\nthe amount of $806,172\nCITY RECOMMENDATION: 1. Award a Professional Services Agreement to EXP U.S. Services Inc.\nfor Design Services and Construction Project Management for the Glendora Avenue Water and Street\nImprovement Project in the amount of $806,172; and 2. Authorize the City Manager or his designee\nto execute the Agreement, including any minimal and/or non-substantive changes; and 3. Approve a\nsupplemental appropriation in Measure M Fund (234) in the amount of $242,000 and Water Capital\nFund (502) in the amount of $565,000 for this project.

13. Approve a Professional Services Agreement with TKE Engineering Inc. for Design of Water and\nStreet Improvements and Construction Project Management for Colorado Avenue, et al. in the amount\nof $195,225\nCITY RECOMMENDATION: 1. Award a Professional Services Agreement to TKE Engineering Inc.\nfor design of Water and Street Improvements and Construction Project Management for Colorado\nAve, et al., in the amount of $195,225; and 2. Authorize the City Manager or his designee to execute\nthe agreement, including any minimal and/or non-substantive changes; and 3. Approve an\nappropriation from the Measure M Fund (234) in the amount of $59,000 and the Water Capital Fund\n(502) in the amount of $137,000 for this project.\nMEMBER/STAFF CLOSING COMMENTS

CONFERENCE WITH LEGAL COUNSEL – EXISTING LITIGATION A closed session will be held,\npursuant to Government Code §54956.9(d)(1)), to confer with legal counsel regarding pending\nlitigation to which the City is a party. The title of such litigation is as follows: Roger White v. The\nCity of Glendora; Case Number: 24-179539.

CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION A closed session will be\nheld, pursuant to Government Code § 54956.9(d)(2) and (e)(1) because a point has been reached in the\nopinion of the City Council on the advice of legal counsel that there is significant exposure to\nlitigation based on: Facts and circumstances that might result in litigation against the City but which\nthe City believes are not yet known to a potential plaintiff or plaintiffs, which facts and circumstances\nneed not be disclosed.
