Waive the full second reading and adopt by title only an Ordinance of the City of\nHermosa Beach, California, amending Chapter 10.40 of the Hermosa Beach municipal\ncode to establish speed limits for Business Activity Districts on Hermosa Avenue and\nPier Avenue, establish School Zones, reduce speed limits on Hermosa Avenue as\npermitted by the California Vehicle Code, and determine the ordinance to be exempt\nfrom the California Environmental Quality Act (Attachment 1); and\n2. Direct City Clerk to print and publish a summary ordinance in a newspaper of general\ncirculation within 15 days following adoption and post it on the City's bulletin for 30 days.
