b) REPORT AWARD OF PROFESSIONAL SERVICES AGREEMENT\n24-0239 WITH LEE ANDREWS GROUP, INC. TO PROVIDE\nCOMPREHENSIVE COMMUNITY OUTREACH AND ENGAGEMENT\nSERVICES FOR CIVIC FACILITIES\n(Deputy City Manager Angela Crespi)\nRecommendation: Staff recommends City Council:\n1. Award a Professional Services Agreement with Lee Andrews Group, Inc. to provide\ncomprehensive community outreach and engagement services for civic facilities at a\nnot-to-exceed amount of $121,095 and a term ending December 31, 2025 (Attachment\n1);\n2. Authorize the City Manager to secure an additional six months of services at a\nnot-to-exceed amount of $58,285, if required;\n3. Authorize the City Manager to execute and the City Clerk to attest to the proposed\nagreement, subject to approval by the City Attorney; and\n4. Provide further direction on the creation of an informal civic facilities community\nadvisory group, if so desired.

Receive and file a staff report regarding the City's regulations pertaining to the use of\nthe public right-of-way to satisfy certain parking requirements for private development; and\n2. h) REPORT APPROVAL OF AN AGREEMENT WITH THE\n24-0175 LOS ANGELES COUNTY LIBRARY FOR\nLANDSCAPE AND GROUNDS MAINTENANCE\n(Public Works Director Joe SanClemente)\nRecommendation: Staff recommends City Council:\n1. Approve an agreement with the Los Angeles (LA) County Library to provide landscape\nand grounds maintenance services (Attachment 1) in the amount not to exceed\n$38,458.80 for a five-year term; and\n2. Authorize the Mayor to execute and the City Clerk to attest the agreement subject to\napproval by the City Attorney.

i) REPORT HERMOSA BEACH LANDSCAPING AND STREET LIGHTING\n24-0241 DISTRICT 2024-2025 ADOPTION OF RESOLUTIONS REGARDING\nTHE ENGINEER’S REPORT AND SETTING JULY 09, 2024\nFOR A PUBLIC HEARING\n(Public Works Director Joe SanClemente)\nRecommendation: Staff recommends City Council:\n1. Adopt a resolution (Attachment 3) approving the Engineer's Report in connection with\nHermosa Beach Landscaping and Street Lighting District 2024-2025 made pursuant to\nthe requirements of Resolution No. 24-7422 (Attachment 1); and\n2. Adopt a resolution (Attachment 4) declaring the City's intention to order certain\nimprovements and to levy and collect assessments within the Hermosa Beach\nLandscaping and Street Lighting District 2024-2025 for the Fiscal Year beginning July 1,\n2024, through June 30, 2025, and appointing July 09, 2024, at the hour of 6:30 p.m. in\nthe Civic Center Council Chambers as the time and place for a public hearing in relation\nthereto.

k) REPORT PARTICIPATION IN BEACH CITIES TRANSIT (BCT) LINE 109\n24-0205 AGREEMENT, WITH NO REQUIRED FINANCIAL CONTRIBUTION\nFROM THE CITY FOR FISCAL YEAR 2024-2025, WITH THE CITIES\nOF EL SEGUNDO, MANHATTAN BEACH AND REDONDO BEACH,\nFUNDED FROM PROPOSITION A FUNDS\n(Community Development Director Carrie Tai)\nRecommendation: Staff recommends City Council:\n1. Approve participation in the Beach Cities Transit (BCT) Line 109 along with the other\nbeach cities, with no required financial contribution from the City for Fiscal Year\n2024-2025; and\n2. Authorize the Mayor to sign and the City Clerk to attest to the Transit Service\nOperation Agreement subject to approval by the City Attorney (Attachment 1).

l) REPORT ENDORSEMENT OF ARAKELIAN ENTERPRISES, INC’S\n24-0251 (DBA ATHENS SERVICES) REQUEST FOR AN ANNUAL\nRATE ADJUSTMENT TO THE MAXIMUM RATES\nFOR SOLID WASTE SERVICES\n(Environmental Programs Manager Douglas Krauss)\nRecommendation: Staff recommends City Council endorse the proposed service rate adjustment from\nArakelian Enterprises, Inc. (DBA Athens Services) at amounts not to exceed the\nattached rate schedule effective July 1, 2024.
