Waive the full second reading and adopt by title only Ordinance No. 25-\n1486 of the City of Hermosa Beach, California, (Attachment 1) repealing\nHermosa Beach Municipal Code (“HBMC”) sections 12.28.010(H) and\n12.20.240 and adding Chapter 12.40 to the HBMC regulating camping in\npublic areas and finding the ordinance is exempt from the California\nEnvironmental Quality Act (“CEQA”); and\n2.
