Page 13 Approval of Improvement and Reimbursement Agreement with CRP/Hesperia\nOwner, LLC (Newcastle)\nRecommended Action:\nIt is recommended that the City Council approve the attached Improvement\nand Reimbursement Agreement (Agreement) between the City and CRP/NC\nHesperia Owner, LLC (Newcastle) for 1) the construction of a traffic signal at\nthe intersection of U.S. Highway 395 and Poplar Street, to enhance public\nsafety and support future development in the area, and which is related to\nNewcastle’s development and construction of an approximately 408,977\nsquare-foot industrial building, located at the southwest corner of Mesa Linda\nStreet and Sultana Avenue; and 2) allow Newcastle to utilize an interim truck\nroute for access to and from their project site until such time that a traffic signal\nis completed at the intersection of Highway 395 and Poplar Street and require\nNewcastle to place a bond into an escrow account that is equal to the amount\nof the estimated traffic signal costs; and authorize the City Manager, or\ndesignee, to execute the Agreement.\nStaff Person: Director of Development Services Nathan Freeman\nAttachments: SR Newcastle Improvement and Reimbursement Agreement 3-4-2025\nAttachment 1 - Newcastle Improvement and Reimbursement Agreement (Final)\nAttachment 2 - Site Map
