Related Entitlements include Conditional Use Permit\n(CUP 22-008) for the Development of a Vehicle Fueling Station, Convenience\nstore, and Carwash, Tentative Parcel Map No. 19209 (TPM 22-006) to Merge the\nSeven (7) Existing Parcels into One (1), Design Review Application (DRA 21-019)\nfor a Site Plan, Conceptual Landscape Plan, and Grading Plan, and Mitigated\nNegative Declaration (ENV 23-002).\nRECOMMENDATION: The Planning Commission recommends the City\nCouncil:\n1. Adopt Resolution No. 2023- certifying the Mitigated Negative\nDeclaration (ENV 23-002), and direct Staff to file a Notice of Determination\nwith the County Clerk of the Board;\n2. Adopt Resolution No. 2023- approving General Plan Amendment\n(GPA 22-001) to change the land use of the site from Industrial (I) to\nBusiness Park (BP), subject to the Findings of Fact;\n3. Introduce Ordinance No. approving Zone Change (ZC 22-001) to\nchange the zoning designation of the site from Industrial (1) to Business Park\n(BP), subject to the Findings of Fact;\n4.
