Award the proposal to Southwest Toyota Lift, A Division of Southwest Material\nHandling, Inc. as the lowest responsive, responsible proposer for a not to exceed\nfee of $44,000 payable from Account No. 111-8023-451.56-41; and\n2. Authorize the City Manager to execute the proposal.

Award the proposal to Aviate Enterprises, Inc. as the most responsive proposer\nto purchase two commercial grade sit-down rider floor scrubbers for a not to\nexceed fee of $226,835; and\n2. Payable from Account No. 111-8022-419.56-41 ($190,000) and Account No. 111-\n8023-451.56-41 ($36,835); and\n3. Authorize the purchasing of the trailer from Aviate Enterprises, Inc. to transport\nthe scrubbers for a not to exceed amount of $32,000 payable from Account No.\n111-8023-451.56-41; and\n4. Authorize the City Manager to execute all associated proposals.

Accept Amendment No. 1 to Measure R funding agreement between the City and\nthe Los Angeles County Metropolitan Transportation Authority; and\n2. Authorize the Director of Finance to increase budgeted revenues and\nexpenditures in the total sum of $4,900,000 to account number 111-8010-431.76-\n06 for the construction of CIP 2019-02 Slauson Avenue Congestion Relief\nImprovements Project, LACMTA Project ID# Measure R MR306.53, and FTIP\nLA0G1669; and\n3. Award the proposal to fabricate and ship the Home of the Brave statue to Art of\nBronze for a not-to-exceed fee of $5,816.85 payable from Account 111-8010-\n415.56-41; and\n2. Authorize staff to coordinate with Bravo Sign & Design to fabricate two 5 ½ -foot\nhigh pedestals to place the Fallen Soldier Battle Cross and Home of the Brave\nstatues for a not-to-exceed fee of $17,000 payable from Account 111-8010-\n415.56-41; and\n3. Authorize the City Manager to execute the proposals.

ADOPTION OF A RESOLUTION OVERTURNING THE PLANNING\nCOMMISSION’S DETERMINATION TO DENY PLANNING COMMISSION CASE\nNO. 2021-04 CUP, A REQUEST TO ALLOW THE USE OF A COMMERCIAL\nKITCHEN IN A PORTION OF AN EXISTING BUILDING LOCATED AT 3355\nEAST GAGE AVENUE, WITHIN THE MANAFACTURING PLANNED\nDEVELOPMENT (MPD) ZONE.\nRECOMMENDED THAT CITY COUNCIL:\n1. Conduct a public hearing: and\n2. Take public testimony; and\n3. Receive additional and final comments for or against the project; and\n4. Adopt a resolution overturning the Planning Commission’s determination to deny\nPlanning Commission Case No. 2021-04 CUP, to allow the use of a commercial\nbuilding kitchen in a portion of an existing building located at 3355 East Gage\nAvenue, within the Manufacturing Planning Development (MPD) zone.

Authorize the receipt of 2022 Board of State and Community Corrections (BSCC)\ngrant funds in the amount of $37,210.38 for Officer Wellness and Mental Health\nprograms and services; and\n2. Approve a budget appropriation in the amount of $37,210.38 to the respective\nrevenue account and authorize an expenditure account for tracking of these grant\nfunds as detailed in the fiscal impact section of this report; and\n3. Authorize the use of these grant funds to replace and enhance fitness equipment\nin the police department gym; and
