3. CONSIDERATION OF RETIREMENT AND OWNERSHIP TRANFER OF POLICE\nSERVICE DOG “BAM”\nRECOMMENDED THAT CITY COUNCIL:\n1. Approve the retirement of Police Service Dog BAM; and\n2. Approve the transfer of ownership of BAM to its handler, Officer Nick Nichols, for\nthe amount of one dollar ($1.00); and\n3. Authorize the City Manager to execute the Release and Waiver of Liability and\nIndemnity Agreement to effectuate the transfer of ownership of BAM.

4. APPROVE DONATION OF A POLICE SERVICE DOG FOR NARCOTICS\nDETECTION AND SUSPECT APPREHENSION\nRECOMMENDED THAT CITY COUNCIL:\n1. Authorize the City Manager to receive a Police Service Dog for narcotics detection\nand suspect apprehension from Adlerhorst International, LLC; and\n2. Authorize the Chief of Police to take physical possession of the Police Service\nDog and assign the canine to the police department’s patrol division K9 program\nfor police service in the community.

CONSIDERATION AND APPROVAL OF AWARD OF A PROFESSIONAL\nSERVICES AGREEMENT FOR THE PREPARATION OF PLANS,\nSPECIFICATIONS AND ESTIMATE OF CIP 2022-11 HUNTINGTON PARK LITTER\nABATEMENT AND BEAUTIFICATION PROJECT\nRECOMMENDED THAT CITY COUNCIL:\n1. Award the preparation of Plans, Specifications, and Estimate of CIP 2022-11\nHuntington Park Litter Abatement and Beautification Project to Infrastructure\nEngineers for a not-to-exceed amount of $249,290; and\n2. Appropriate $249,290 from Measure M funds; and\n3. Authorize the City Manager to execute the professional services agreement.

6. CONSIDERATION AND APPROVAL TO ADVERTISE AND SOLICIT BIDS FOR\nCIP 2022-10 CDBG ADA RECONSTRUCTION PROJECT\nRECOMMENDED THAT CITY COUNCIL:\n1. Approve Environmental Assessment pursuant to 14 California Code of\nRegulations § 15301 as a Class 1 categorical exemption under the California\nEnvironmental Quality Act (CEQA);\n2. Approve CIP 2022-01 CDBG ADA Reconstruction Project contract specifications\nfor bidding purposes; and\n3. Authorize staff to proceed with bid advertisement for construction.\nCOMMUNITY DEVELOPMENT

9. CONSIDERATION AND APPROVAL TO RENEW AGREEMENT FOR THE\nSALVATION ARMY CRISIS SHELTER BEDS PROJECT\nRECOMMENDED THAT CITY COUNCIL:\n1. Authorize a renewal agreement with the Salvation Army for Crisis Shelter Beds\nfor the term July 1, 2023, through June 30,2024 for a not-to-exceed amount of\n$31,379; and\n2. Approve a budget appropriation in the amount of $31,379 using Account Number\n111-9050-462.56-41 General Fund – American Rescue Funds Contractual\nServices; and\n3. Authorize the City Manager to execute the extension agreement.
