10. CONSIDERATION AND APPROVAL OF A FIVE-YEAR PROFESSIONAL\nSERVICES AGREEMENT WITH NOBEL SYSTEMS, INC. TO DEVELOP AND\nCONTINUE TO HOST VARIOUS APPLICATIONS AND GEOGRAPHIC\nINFORMATION SYSTEM\nRECOMMENDED THAT CITY COUNCIL:\n1. Approve the professional services agreement with Nobel Systems, Inc. for the\ndevelopment and continuous hosting of the various City applications (Apps)\nand Geographic Information System (GIS) for a three (3) year-period with the\noption of two, one-year extensions for a not-to-exceed amount of $104,783.33\nin FY 2023-24 and each subsequent year thereafter at $106,000 per year;\n2. Payable from the FY 2023-24 budget utilizing Account No. 111-8010-415.5641 ($93,600) and Account No. 111-8030-461.56-42 ($11,183.33); and\n3. Authorize the City Manager to execute the professional services agreement.

CONSIDERATION AND APPROVAL OF AWARD OF A PROFESSIONAL\nSERVICES AGREEMENT FOR PREPARATION OF PLANS, SPECIFICATIONS,\nAND ESTIMATE TO ENHANCE THE PLAYGROUNDS AS PART OF CIP 2022-09\nCHESLEY PARK\nRECOMMENDED THAT CITY COUNCIL:\n1. Award a Professional Services Agreement (Attachment 1) for the preparation of\nPlans, Specifications, and Estimate of new playground equipment, appurtenances\nand ingress/egress enhancement as part of CIP 2022-09 Chesley Park to iARCH\nfor a not-to-exceed amount of $37,600;\n2. Payable from FY 2019-2020 CDBG funds (Total amount $299,279) to the FY 2022\nChesley Park American with Disabilities Act (ADA) Improvement Project; and\n3. Authorize the City Manager to execute the professional services agreement.

Approve Environmental Assessment pursuant to 14 California Code of\nRegulations § 15301 as a Class 1 categorical exemption under the California\nEnvironmental Quality Act (CEQA);\n2. Approve CIP 2022-13 City Hall & Police Department Roof Repairs and\nReplacement contract plans and specifications for bidding purposes; and\n3. Authorize staff to proceed with bid advertisement for construction.
