4. CONSIDERATION AND APPROVAL OF FIRST AMENDMENT TO PROVIDE\nHOMELESS OUTREACH SERVICES\nRECOMMENDED THAT CITY COUNCIL:\n1. Approve the first amendment for homeless outreach services with Inner City\nVisions until June 30, 2024.\n2. Authorize City Manager to execute the extension agreement.

5. CONSIDERATION AND APPROVAL OF FIRST AMENDMENT TO MICHAEL\nBAKER INTERNATIONAL FOR PROFESSIONAL SERVICES RELATED TO\nCOMMUNITY DEVELOPMENT BLOCK GRANT (CDBG), HOME AND HOME-ARP\n(AMERICAN RESCUE PLAN ACT OF 2021) GRANT ADMINISTRATION\nRECOMMENDED THAT CITY COUNCIL:\n1. Approve the first amendment for professional services related to Housing and\nUrban Development (HUD) grants, including but not limited to CDBG, HOME, and\nHOME-ARP grant administration and:\n2. Authorize the City Manager to execute the extension agreement.

6. CONSIDERATION AND APPROVAL TO SOLICIT PROPOSALS FOR THE\nPREPARATION OF PLANS, SPECIFICATIONS AND ESTIMATE OF CIP 2022-07\nSALT LAKE PARK CISTERN PROJECT\nRECOMMENDED THAT CITY COUNCIL:\n1. Authorize staff to publish and solicit a Request for Proposal (RFP) from qualified\nengineering and environmental firms for the preparation of Plans, Specifications\nand Estimate of CIP 2022-07 Sait Lake Park Cistern Project.

7. CONSIDERATION AND APPROVAL OF AWARD OF A PROFESSIONAL\nSERVICES AGREEMENT FOR PREPARATION OF PLANS, SPECIFICATIONS,\nAND ESTIMATE TO ENHANCE THE PLAYGROUNDS AS PART OF CIP 2022-09\nCHESLEY PARK\nRECOMMENDED THAT CITY COUNCIL:\n1. Award a Professional Services Agreement (Attachment 1) for the preparation of\nPlans, Specifications, and Estimate of new playground equipment, appurtenances\nand ingress/egress enhancement as part of CIP 2022-09 Chesley Park to iARCH\nfor a not-to-exceed amount of $37,600;\n2. Payable from FY 2019-2020 CDBG funds (Total amount $299,279) to the FY 2022\nChesley Park American with Disabilities Act (ADA) Improvement Project; and\n3. Authorize the City Manager to execute the professional services agreement.

8. CONSIDERATION AND APPROVAL TO ADVERTISE AND SOLICIT BIDS FOR\nCIP 2022-13 CITY HALL & POLICE DEPARTMENT ROOF REPAIRS AND\nREPLACEMENT\n1. Approve Environmental Assessment pursuant to 14 California Code of\nRegulations § 15301 as a Class 1 categorical exemption under the California\nEnvironmental Quality Act (CEQA);\n2. Approve CIP 2022-13 City Hall & Police Department Roof Repairs and\nReplacement contract plans and specifications for bidding purposes; and\n3. Authorize staff to proceed with bid advertisement for construction.

9. CONSIDERATION AND APPROVAL TO SOLICIT PROPOSALS FOR THE\nDESIGN OF CIP 2023-01 SB1 STREET ENHANCEMENT PROJECT\nRECOMMENDED THAT CITY COUNCIL:\n1. Authorize staff to publish and solicit a Request for Proposal (RFP) from qualified\nengineering firms to design CIP 2023-01 SB1 Street Enhancement Project; which\nis part of the City’s annual commitment to Senate Bill 1, the Road Repair and\nAccountability Act of 2017.
