5. AUTHORIZATION TO PLACE A BALLOT MEASURE ON THE MARCH 5, 2024\nBALLOT FOR A PERMIT PARKING PROGRAM IN THE CITY OF HUNTINGTON\nPARK\nRECOMMENDED THAT CITY COUNCIL:\n1. Adopt the attached Resolution entitled “A Resolution of the City Council of the\nCity of Huntington Park, California, requesting the Board of Supervisors of the\nCounty of Los Angeles consolidate a municipal election of the City of Huntington\nPark to be held on Tuesday, March 5, 2024, with the other elections to be held on

6. CAPITAL IMPROVEMENT PROGRAM (CIP) 5-YEAR CIP BUDGET ADOPTION\nRECOMMENDED THAT CITY COUNCIL:\n1. Adopt the proposed $99,546,300 5-Year CIP Budget plan and related policies that\nprioritize all CIP projects which have been identified as high value community\ninvestments and improvements by the City Council and establishes a separate\nprocess and action for the identification of funding sources for projects. This 5-\nYear CIP Budget policy goal is intended to institute the policy of separating the\nCIP project investment decision from the CIP project financing decision; and\n2. Approve the formal list of 38 different CIP projects and assign unique CIP project\nnumbers, e.g., 8901, 8902, etc., in the Naviline accounting system; and\n3. Approve the CIP Budget Amendment Resolution #2023-xx which totals\n$31,155,200 for FY 2024. FY 2024 through FY 2028 is for planning purposes\nonly. The Naviline system only allows budgeting one year at a time. The 5-\nYear CIP Budget will be brought back to Council on a quarterly basis, with budget\nadjustments like the Operating Budget; and\n4. Establish a new CIP project documentation system that integrates the CIP project\nfiles in Public Works with the Naviline financial accounting system in Fund 787.

7. CONSIDERATION AND APPROVAL OF THE FINANACE DEPARTMENT’S\nUPDATED POLICY & PROCEDURES AND A PURCHASING MANUAL FOR CITY\nSTAFF USE\nRECOMMENDED THAT CITY COUNCIL:\n1. Approve of the Finance Department’s updated Policy & Procedures; and\n2. Approve the Purchasing Manual for City staff use.

8. APPROVE FY 2023-2024 SELECTIVE TRAFFIC ENFORCEMENT PROGRAM\n(STEP) AGREEMENT AND ACCEPT GRANT FUNDING\nRECOMMENDED THAT CITY COUNCIL:\n1. Approve and accept funding for the Police Department provided by the State of\nCalifornia Office of Traffic Safety (OTS) through the Selective Traffic Enforcement\nProgram (STEP), totaling $90,000 for FY 2023-2024; and\n2. Authorize the City Manager to execute the Standard Agreement for FY 2023-2024\nSelective Traffic Enforcement Program (STEP) between the City of Huntington\nPark and the State of California Office of Traffic Safety (OTS); and\n3. Authorize the Finance Department to establish appropriate revenue and\nexpenditure accounts to administer the grant funds; and\n4. Authorize the Police Department to issue a press release approved by the State\nof California Office of Traffic Safety (OTS) announcing the kick-off of the grant,\n(attachment B).\nCITY CLERK
