CONSIDERATION AND APPROVAL TO PURCHASE AUTOMATED LICENSE\nPLATE READER (ALPR) MOBILE CAMERA SYSTEMS WITH YEAR 2021 STATE\nHOMELAND SECURITY PROGRAM (SHSP) GRANT FUNDS\nRECOMMENDED THAT CITY COUNCIL:\n1. Authorize the acquisition of Vigilant Solutions Automated License Plate Reader\n(ALPR) mobile camera systems, which are a product of Motorola Solutions, with\nYear 2021 State Homeland Security Program (SHSP) grant funds in an amount\nnot to exceed $80,000; and

2. Regular City Council Meeting held January 16, 2024

3. FISCAL YEAR 2024 BUDGET STATUS REPORT AS OF DECEMBER 31, 2023\nRECOMMENDED THAT CITY COUNCIL:\n1. Adopt a resolution to receive and file the FY 2024 Q2 Budget Status report as of\n2. Approve appropriations and inter-departmental budget transfers; and\n3. Authorize the Director of Finance in conjunction with the City Manager to align the\ndepartment budgets with department expenditures through budget transfers.\nCITY MANAGER

4. CONSIDERATION AND APPROVAL OF AMERICAN RESCUE PLAN ACT (ARPA)\nSPENDING PLAN\nRECOMMENDED THAT CITY COUNCIL:\n1. Approve the American Rescue Plan Act (ARPA) Spending Plan for the following\ncapital improvement projects; and\n2. Authorize the City Manager to effectuate the distribution of funds according to the\napproved ARPA Spending Proposal.

5. RESOLUTION URING PRIME HEALTHCARE TO REINSTATE EMPLOYMENT\nOF THE NINE REGISTERED NURSES AND FRONTLINE HEALTHCARE\nWORKERS AT PRIME ST. FRANCIS MEDICAL CENTER IN LYNWOOD\nRECOMMENDED THAT CITY COUNCIL:\n1. Adopt Resolution urging Prime Healthcare to reinstate employment of the nine\nregistered nurses and frontline healthcare workers at prime St. Francis medical\ncenter in Lynwood.\nPARKS AND RECREATION

CONSIDERATION AND APPROVAL OF A RESOLUTION APPROVING THE\nAUTHORITY TO FILE APPLICATION(S) FOR THE LOCAL ASSISTANCE\nSPECIFIED GRANTS PROGRAM FROM BUDGET ACT 2023/24 FROM THE\nSTATE DEPARTMENT OF PARKS AND RECREATION\nRECOMMENDED THAT CITY COUNCIL:\n1. Adopt Resolution approving the authority to file applications for grant funds from\nthe Local Assistance Specified Grants Program from Budget Act 2023/24 from\nthe State Department of Parks and Recreation; and\n2. Authorize the City Manager to execute all related grant application documents\nsubmitted by Parks and Recreation Director.\nCOMMUNITY DEVELOPMENT

7. RETENTION OF CONSULTANT FOR COMMUNITY EDUCATIONAL PROGRAM\nFOR MEASURES PP and CC\nRECOMMENDED THAT CITY COUNCIL:\n1. Authorize the retention of Upwards Solutions to conduct an educational and\ninformational program to the City’s residents regarding Measure PP and Measure\nCC; and\n2. Authorize the City Manager to execute a professional services agreement with\nUpwards Solutions consistent with their proposal attached herewith.

8. REJECT BID RECEIVED FOR CIP 2022-09 CDBG CHESLEY “CIRCLE” PARK\nPROJECT IN ACCORDANCE WITH PUBLIC CONTRACT CODE SECTION\n22038(A)(1)\nRECOMMENDED THAT CITY COUNCIL:\n1. Reject the bid received for CIP 2022-09 CDBG Chesley “Circle” Park Project in\naccordance with Public Contract Code Section 22038(a)(1); and\n2. Authorize staff to modify the project scope of work in conformance with all\napplicable engineering standards; and\n3. Authorize staff to re-advertise the Notice Inviting Bids in accordance with Public\nContract Code Section 22038(a)(1).
