7. RETENTION OF CONSULTANT FOR COMMUNITY EDUCATIONAL PROGRAM\nFOR MEASURES PP and CC\nRECOMMENDED THAT CITY COUNCIL:\n1. Authorize the retention of Upwards Solutions to conduct an educational and\ninformational program to the City’s residents regarding Measure PP and Measure\nCC; and\n2. Authorize the City Manager to execute a professional services agreement with\nUpwards Solutions consistent with their proposal attached herewith.

8. REJECT BID RECEIVED FOR CIP 2022-09 CDBG CHESLEY “CIRCLE” PARK\nPROJECT IN ACCORDANCE WITH PUBLIC CONTRACT CODE SECTION\n22038(A)(1)\nRECOMMENDED THAT CITY COUNCIL:\n1. Reject the bid received for CIP 2022-09 CDBG Chesley “Circle” Park Project in\naccordance with Public Contract Code Section 22038(a)(1); and\n2. Authorize staff to modify the project scope of work in conformance with all\napplicable engineering standards; and\n3. Authorize staff to re-advertise the Notice Inviting Bids in accordance with Public\nContract Code Section 22038(a)(1).
