Authorize the City Manager to execute the Amendment.

11. CONSIDERATION AND APPROVAL TO PERFORM EMERGENCY REPAIRS TO\nTHE PUMPING AND BOOSTER EQUIPMENT OF WATER PRODUCTION WELL\nNO. 14\nRECOMMENDED THAT CITY COUNCIL:\n1. Pursuant to Municipal Code Section 2-5.13 Emergency purchase, authorize the\nCity Manager, Public Works Director and Finance Director to proceed without\nsolicitation of bids to a contract for the removal and replacement of the pumping\nand booster equipment at Water Production Well No. 14;\n2. Authorize the payment to General Pump Co. for the services and equipment\nnecessary to perform the work for a not-to-exceed amount of $26,548.24 payable\nfrom Account No. 681-8030-461.43-30; and\n3. Authorize the payment to Littlejohn-Reuland Corporation for the purchase of\nequipment for a not to exceed amount of $7,338.96 from Account No.681-8030-\n461.43-30 and;\n4. Authorize the City Manager to sign all applicable documents.

12. CONSIDERATION OF THE CITY OF HUNTINGTON PARK’S PERMANENT\nLOCAL HOUSING ALLOCATION (PLHA) – GRANT APPLICATION\nIT IS RECOMMENDED THAT THE CITY COUNCIL:\n1. Authorize Staff to apply for PLHA Grant funds in the amount of $ 2,686,264.00.\n2. Authorize the City Manager to execute all required documents for transmittal to\nthe State of California Department of Housing and Community Development\n(HCD); and\n3. Authorize City staff to electronically submit the PLHA Application to the California\nDepartment of Housing and Community Development, California Service-Now\nPortal (CSP).\n4. Amend the Fiscal Year 2023-2024 Budget in accordance with the approved Fiscal\nYear allocation of funds.

Approve Resolution 2024-02 to participate in the National Flood Insurance\nprogram and cooperate with the federal emergency management agency.\n2. Authorize the Community Development Department to begin processing a\nfloodplain management ordinance that meets or exceeds the minimum National\nFlood Insurance management programs criteria.

Award Jam Corporation the construction contract for Fire Protection alarm system\nfor a not-to-exceed amount of $983,900.00.\n2. Authorize the Finance Department to provide the funding source, account\nnumber(s) and project code for this specific project in order to process project\ninvoices; and\n3. Authorize the City Manager to execute the construction contract agreement.

Award the contract to R2BUILD dba R2B Engineering for the construction of CIP\n2021-04 Well No. 16 and Pump Station Improvements Project as the lowest\nresponsive and responsible bidder for a not-to-exceed amount of $1,199,379\npayable from Account No. 681-8030-461.73-10 ($1,199,379.00); and\n2.
