5. CONSIDERATION AND ADOPTION OF THE CITY OF HUNTINGTON PARK’S\nHOME PROGRAM POLICIES AND PROCEDURES\nRECOMMENDED THAT CITY COUNCIL:\n1. Receive and Adopt the Home Investment Partnership Act (HOME Program)\nPolicies and Procedures for the administration of the program.

WAIVE FURTHER READING AND ADOPT RESOLUTION RECITING THE FACTS\nOF THE CONSOLIDATED MUNICIPAL ELECTION HELD ON MARCH 5, 2024\nFOR ONE UNEXPIRED TERM CITY COUNCIL MEMBER SEAT\nRECOMMENDED THAT CITY COUNCIL:\n1. Adopt a Resolution reciting the facts of the consolidated municipal election held\non March 5, 2024, for one unexpired City Council term. Declaring the Results\nthereof as Provided by Law.

7. CONSIDERATION AND APPROVAL OF FIREWORKS SALES PERMIT\nAPPLICATIONS SUBMITTED BY LOCAL NON-PROFIT ORGANIZATIONS IN\nTHE CITY OF HUNTINGTON PARK\nRECOMMENDED THAT CITY COUNCIL:\n1. Approve the Fireworks Sales Permit Application submitted by Praise Chapel in\nthe City of Huntington Park; and\n2. Authorize the Community Development Department to process the application\nand conduct the final inspections of the stands.

8. CONSIDERATION AND APPROVAL TO AWARD A CONSTRUCTION\nCONTRACT FOR CIP 2022-09 CDBG CHESLEY “CIRCLE” PARK PROJECT\nRECOMMENDED THAT CITY COUNCIL:\n1. Award the contract to Green Giant Landscape, Inc. for the construction of CIP\n2022-09 CDBG Chesley “Circle” Park Project as responsive, responsible bidder\nfor a not to exceed amount of $778,799.89 payable from CDBG funds; and\n2. Approve a construction contingency in the amount of $37,649.35 payable from\nCDBG funds; and\n3. Authorize the City Manager to execute the construction contract agreement and\nany change orders in an amount to not exceed the contingency.

9. COUNCIL APPOINTMENTS TO VARIOUS COMMISSIONS\nRECOMMENDED THAT CITY COUNCIL:\n1. Make appointments to Commissions consistent with provisions set forth in\nResolution No. 2015-19.
