CONSIDERATION AND APPROVAL OF A RESOLUTION AUTHORIZING\nCOLLECTION OF DELINQUENT REFUSE CHARGES PURSUANT TO SECTION\n6-2.112 OF THE CITY OF HUNTINGTON PARK’S MUNICIPAL CODE (172.54\nREFUSE COLLECTION FEES)\nRECOMMENDED THAT CITY COUNCIL:\n1. Conduct a public hearing; and\n2. Take public testimony; and\n3. Adopt a Resolution directing the County Assessor to include delinquent refuse\ncollection fees as a special assessment to be collected at the same time and in\nthe same manner as County taxes (172.54 Refuse Collection Fees).

Authorize staff to publish a Request for Proposal (RFP) from qualified community\ndevelopment firms to provide professional management and administrative\nservices related to the implementation of the City’s Community Development\nBlock Grant (CDBG), and other programs funded through the U.S. Department of\nHousing (HUD) and Urban Development and California Department of Housing\nand Community Development (HCD).

Award a One (1) year professional service agreement (PSA) to provide fair\nhousing services to the sole responsive and responsible proposer, Fair Housing\nFoundation for a not-to-exceed amount of $20,000; and

6. CONSIDERATION AND ADOPTION TO AWARD PROFESSIONAL SERVICES\nAGREEMENT TO PROVIDE HOMELESS OUTREACH SERVICES\nRECOMMENDED THAT CITY COUNCIL:\n1. Award a One (1) year professional service agreement (PSA) to provide homeless\noutreach services to Inner City Visions (ICV) for a not-to-exceed amount of\n$127,330; and\n2. Authorize the City Manager to execute the PSA

7. CONSIDERATION AND APPROVAL TO AWARD A CONSTRUCTION\nCONTRACT FOR CIP 2019-14 ATP CYCLE V PROJECT\nRECOMMENDED THAT CITY COUNCIL:\n1. Award the contract to Palp Inc. DBA Excel Paving for the construction of CIP 2019\n14 ATP Cycle V Project as the lowest responsive, responsible bidder for a not to\nexceed fee of $2,592,810; and\n2. Approve a 10% construction contingency in the amount of $259,281; and\n3. Appropriate $2,852,091 to Account No. 202-8080-431.76-20 (State of California\nDepartment of Transportation reimbursable expense); and\n4. Authorize the City Manager to execute the construction contract agreement and\nall change orders in good faith.

8. RESOLUTION TO APPROVE ADOPTING A LIST OF PROJECTS FOR FISCAL\nYEAR 2024-25 FUNDED BY SENATE BILL 1 (SB1), THE ROAD REPAIR AND\nACCOUNTABILITY ACT OF 2017\nRECOMMENDED THAT CITY COUNCIL:\n1. Adopt Resolution approving the Fiscal Year 2024-25 project list for Senate Bill 1\n(SB1), the Road Repair and Accountability Act of 2017; and\n2. Authorize staff to upload the resolution with the list of streets to the California\nTransportation Commission (CTC) website.

9. CONSIDERATION AND APPROVAL OF SECOND AMENDMENT TO CONTRACT\nSERVICES AGREEMENT FOR MEDIA TECHNICIAN SERVICES\nRECOMMENDED THAT CITY COUNCIL:\n1. Approve second amendment to the contract services agreement with Mr. Joel\nGordillo for media technician services extending the term for another three (3)\nyears. Upon conclusion of the term, this agreement must come back to Council\nfor review and approval; and\n2. Authorize City Manager to execute agreement.
