3. CONSIDERATION AND APPROVAL TO PURCHASE THREE (3) TRAFFIC\nSIGNAL CABINETS TYPE 332 AND FOUR (4) 2070 CONTROLLERS\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Pursuant to Huntington Park Municipal Code section 2-5.12 Formal Bid\nProcedures (i): Waive of Bidding. City Council, by a majority vote, may dispense\nwith bidding and other procedures required by this chapter in any individual\ninstance upon finding that it would be impracticable, useless or economically\ninfeasible to follow such procedures and that the public welfare would be\npromoted by dispensing with them; and\n2. Approve the purchase of three (3) Type 332 traffic signal cabinets from SWARCO\nfor $79,380 and four (4) 170 type controllers from SWARCO for $29,923.99, to be\npaid from Account No. 221-8014-429.74-10; and\n3. Authorize the City Manager to execute the purchase order.

APPROVE THE THIRD AMENDMENT TO THE MEMORANDUM OF\nUNDERSTANDING (MOU) WITH GATEWAY WATER MANAGEMENT\nAUTHORITY (GWMA) AND AUTHORIZE CITY MANAGER TO EXECUTE THE\nAGREEMENT\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Approve the Third Amendment to the Memorandum of Understanding (MOU) with\nthe Gateway Water Management Authority (GWMA), in substantially the same\nform as submitted, to update and continue the implementation of the Watershed\nManagement Program (WMP) and Coordinated Integrated Monitoring Program\n(CIMP) for a three-year term, with a total cost not to exceed $135,000; and\nCITY COUNCIL MEETING AGENEDS\n2. Authorize the City Manager to approve the third amendment.

5. APPROVE EXECUTE AMENDMENT TO THE INNOVATIVE UTILITY EV STREET\nCHARGING PILOT AGREEMENT AND AUTHORIZE THE CITY MANAGER TO\nEXECUTE\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Approve the amendment to the Innovative Utility EV Street Charging Pilot\nAgreement; and\n2. Authorize the City Manager to execute the agreement.

6. CONSIDERATION OF CHANGE ORDERS NUMBERS 1 THROUGH 9 FOR THE\nCIP 2019-02 SLAUSON AVENUE CONGESTION RELIEF PROJECT\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Approve Change Orders 1 through 9; and\n2. Authorize the City Manager to approve change orders 1 through 9 for All\nAmerican Asphalt, totaling $1,078,293.84.
