Consider changing the day for the regular City Council meetings from the 1st and\n3rd Monday of every month to the 2nd and 4th Tuesday of every month; and\n2. If Council concurs, waive further reading and approve an Ordinance amending\nOrdinance No. 2024-02, Amending Title 2 Chapter 1 Article 2 Section 2-1.201 of\nthe Huntington Park Municipal Code Relating to City Council Meetings; and\n3. Notify the public of the new meeting day Tuesday to take effect 15 days after the\nadoption of said ordinance at the August 18, 2025, City Council Regular Meeting,\nwith the first new regular City Council meeting starting Tuesday, September 9,\n2025.

5.\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON PARK,\nCALIFORNIA, IN SUPPORT OF THE RAIL TO RIVER ACTIVE\nTRANSPORTATION CORRIDOR PROJECT – SEGMENT B, AND AFFIRMING\nTHE CITY'S COMMITMENT TO ENSURING SEAMLESS, SAFE, AND HIGHQUALITY CONNECTIONS BETWEEN SEGMENT A AND SEGMENT B,\nINTEGRATING BEST-PRACTICE STREET DESIGN OPTIONS\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Adopt Resolution approving support to LA Metro’s Rail To River Active\nTransportation Corridor Project – Segment B, and affirming the City’s commitment\nto ensuring seamless, safe, and high-quality connections between Segment A\nand Segment B, integrating best-practice street design options; and\n2. Authorize staff to collaborate with Metro, City of Bell, Los Angeles County’s\nSupervisor Holly Mitchell, residents, regional organizations and other partners to\nadvocate for these changes and communicate its position to LA Metro.

6.\nAPPROVE LOS ANGELES GATEWAY REGION INTEGRATED REGIONAL\nWATER MANAGEMENT AUTHORITY “GWMA” AMENDED AND RESTATED\nJOINT EXERCISE OF POWER AUTHORITY AGREEMENT\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Adopt Resolution approving the Amended and Restated Joint Exercise of\nPowers Agreement (“JPA Agreement”) for the Los Angeles Gateway Region\nIntegrated Regional Water Management Authority (“GWMA”); and\n2. Authorize the City Manager to execute the Amended and Restated JPA\nAgreement, as presented.\nEND OF ORDINANCES AND RESOLUTIONS\nSTUDY SESSION\n(Discussion items)\nNone\nREPORTS AND INFORMATIONAL ITEMS\nCITY MANAGER\n1.\nCONSIDERATION AND DIRECTION TO INITIATE THE PROCESS OF\nESTABLISHING CITY COUNCIL DISTRICTS AND AUTHORIZE THE CITY\nMANAGER TO RETAIN A CONSULTANT TO PROVIDE ANALYSIS AND\nRECOMMENDATIONS\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Open the item for discussion; and\n2. Provide direction on initiating a process to transition the City of Huntington Park\nfrom at-large to district-based elections; and\n3. Authorize the City Manager to retain a qualified consultant to evaluate, analyze,\nand present districting options to the City Council, including community\noutreach, mapping, and compliance with applicable laws.
