1.\nCONSIDERATION AND APPROVAL TO TRANSFER CASH BALANCES FROM\nTHE GENERAL FUND 111 TO THE GENERAL RESERVE FUND 115\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Authorize the Finance Department to transfer $3,500,000 from the General Fund\ncash balance to the General Fund Contingency Reserve\nREPORTS AND INFORMATIONAL ITEMS

1.\nCONSIDERATION AND APPROVAL OF SUBSTANTIAL AMENDMENTS TO THE\nFY 2019-2020, 2024-2025, AND 2025-2026 ANNUAL ACTION PLAN (AAP) FOR\nCOMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND COMMUNITY\nDEVELOPMENT BLOCK GRANT CORONAVIRUS RESPONSE (CDBG-CV)\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Conduct a Public Hearing; and\n2 Approve a Resolution approving the substantial amendments to the fiscal years\n(FY) 2019-2020, 2024-2025, and 2025-2026 AAP to reprogram funds towards the\nKeller Park Improvement Project; and\n3. Authorize City Manager to execute all required documents for transmittal to the\nU.S. Department of Housing and Urban Development (HUD).\nSTUDY SESSION\nNone

1.\nAPPROVE ACCEPTANCE OF WORK PERFORMED FOR CIP 2022-09 CDBG\nCHESLEY “CIRCLE” PARK PROJECT\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Approve acceptance of work performed by Green Giant Landscape, Inc. for the\nconstruction of the CIP 2022-09 CDBG Chesley “Circle” Park Project; and\n2 Authorize staff to execute the Notice of Completion (NOC) and direct the City\nClerk to file the NOC with the Los Angeles County Recorder’s Office; and\n3. Authorize release of the 5% retention to the contractor 35 days after the effective\ndate of the recordation of the NOC, provided no Stop Notices are filed within the\n35-day period.

2.\nCONSIDERATION AND APPROVAL TO REALLOCATE $1,000,000 IN\nOBLIGATED REVENUE LOSS FUNDS FROM THE REHABILITATION AND\nMODERNIZATION OF SALT LAKE PARK MUNICIPAL BUILDING PROJECT\nTOWARDS THE EMERGENCY OPERATIONS CENTER PROJECT\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1.
