1. CONSIDERATION AND APPROVAL OF A SOLE SOURCE PROCUREMENT\nWITH WESTERN SYSTEMS FOR THE PURCHASE OF TRAFFIC SIGNAL\nCABINETS USING MEASURE M FUNDS\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Approve a sole source procurement with Western Systems, Inc. for the\npurchase of forty-four (44) ATC+ traffic signal cabinets and associated\ncomponents in the amount of $1,989,562.27; and

Award the construction contract to Chapman Coast Roof Company, Inc for the\nconstruction of Salt Lake Park recreation building roof replacement CIP 2025-02\nfor the not-to-exceed amount of $600,000; and\n2. Approve a 10% construction contingency in the amount of $60,000, and 10%\nproject management and inspection in the amount of $60,000; and

Award the construction contract to Leonida Builders, Inc for the construction of\nCIP 2025-03 City Hall Renovation Project for the not-to-exceed amount of\n$2,413,805.60; and\n2. Approve a 10% construction contingency in the amount of $241,380.56, 5%\nproject management and inspection in the amount of $120,690.28, and labor\ncompliance in the amount of $32,390; and\n3. Authorize the City Manager to execute the construction contract agreement and\nall change orders in good faith; and
