1. CONSIDERATION AND APPROVAL OF A RESOLUTION APPROVING NEW\nCLASS SPECIFICATION FOR THE POSITION OF INTERN\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Adopt a Resolution of the City Council of the City of Huntington Park Approving\nNew Class Specification for the Position of Intern and Salary Grid Number 105.\nREPORTS AND INFORMATIONAL ITEMS

1. CONSIDERATION AND ADOPTION OF RESOLUTION NO. 2026-25 SUBMITTING\nA BALLOT MEASURE TO THE VOTERS AT THE NOVEMBER 3, 2026, GENERAL\nMUNICIPAL ELECTION TO ESTABLISH A LIFETIME LIMIT FOR CITY COUNCIL\nMEMBERS\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Adopt Resolution No. 2026-25 (either two or three lifetime terms), submitting a\nballot measure to the qualified electors of the City of Huntington Park to amend\nthe Municipal Code to establish a lifetime limit for City Council members; and

2. Direct the City Clerk to transmit the certified resolution and ballot text to the Los\nAngeles County Registrar-Recorder/County Clerk for consolidation with the\nNovember 3, 2026, Statewide General Election; and

3. Direct the City Attorney to prepare the mandatory 500-word impartial analysis for\nthe Voter Information Guide.

1. CONSIDERATION AND APPROVAL OF A SOLE SOURCE PROCUREMENT\nWITH WESTERN SYSTEMS FOR THE PURCHASE OF TRAFFIC SIGNAL\nCABINETS USING MEASURE M FUNDS\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Approve a sole source procurement with Western Systems, Inc. for the\npurchase of forty-four (44) ATC+ traffic signal cabinets and associated\ncomponents in the amount of $1,989,562.27; and

2. Authorize the City Manager to execute a purchase order and all related\ndocuments.\n2. CONSIDERATION OF APPROVAL TO AWARD A CONSTRUCTION CONTRACT\nFOR SALT LAKE PARK RECREATION BUILDING ROOF REPLACEMENT CIP\n2025-02\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Award the construction contract to Chapman Coast Roof Company, Inc for the\nconstruction of Salt Lake Park recreation building roof replacement CIP 2025-02\nfor the not-to-exceed amount of $600,000; and\n2. Approve a 10% construction contingency in the amount of $60,000, and 10%\nproject management and inspection in the amount of $60,000; and

3. Adopt a resolution to award a construction contract for Salt Lake Park Recreation\nBuilding Roof Replacement CIP 2025-02.\n3. CONSIDERATION OF APPROVAL TO AWARD A CONSTRUCTION CONTRACT\nFOR CIP 2025-03 CITY HALL RENOVATION PROJECT\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Award the construction contract to Leonida Builders, Inc for the construction of\nCIP 2025-03 City Hall Renovation Project for the not-to-exceed amount of\n$2,413,805.60; and\n2. Approve a 10% construction contingency in the amount of $241,380.56, 5%\nproject management and inspection in the amount of $120,690.28, and labor\ncompliance in the amount of $32,390; and\n3. Authorize the City Manager to execute the construction contract agreement and\nall change orders in good faith; and

4. Adopt a resolution to award a construction contract for CIP 2025-03 City Hall\nRenovation Project.\nCOMMUNITY DEVELOPMENT\n4. CONSIDERATION AND APPROVAL OF FIREWORKS SALES PERMIT\nAPPLICATIONS SUBMITTED BY LOCAL NON-PROFIT ORGANIZATIONS IN\nTHE CITY OF HUNTINGTON PARK\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Approve the Fireworks Sales Permit Applications submitted by local non-profit\norganizations in the City of Huntington Park; and\n2. Authorize the Community Development Department to process the applications\nand conduct the final inspections of the stands.\nCITY CLERK

5. NOMINATION AND CONSIDERATION OF APPOINTMENT TO VARIOUS\nCOMMISSIONS\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Consideration, nomination and appointment of Commissioner to fill vacancies\nin various commissions.

6. COUNCIL APPOINTMENTS TO VARIOUS COMMITTEE’S\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Assign a new council voting delegate to various committees that were assigned\nto Council Member Flores.
