If a Councilmember is not present at the second\nreading/adoption, the vote will be acted as absent.)\n2.10\nPUBLIC HEARINGS\nPublic Hearings are scheduled for a time certain of 5 p.m., unless\nnoticed otherwise, or as soon thereafter as possible. Those wishing to\naddress the City Council during the Public Hearing are requested to\ncomplete a form and provide it to the City Clerk prior to the hearing. If 10\nor fewer requests to provide public comments are submitted, each\nspeaker shall be limited to three (3) minutes. If between 11 and 15\nspeakers submit requests to speak, each speaker shall be limited to two\n(2) minutes. If 16 or more requests to speak are submitted, each speaker\nshall be limited to 90 seconds. The time limit per speaker shall be\nestablished based on the number of requests to speak submitted to the\nCity Clerk before the first speaker is called. Requests to speak submitted\nafter the first speaker is called shall receive 90 seconds. These time\nlimits may be shortened or extended, or a cumulative limit on the time for\nall public speakers may be imposed, at the discretion of the Mayor or by\na majority vote of the City Council. 2.4 FISCAL YEAR 2022-23 THIRD QUARTER BUDGET UPDATE\nACTION:\nReceive and file the Fiscal Year 2022-23 Third Quarter Budget\nUpdate.\n2.4

2.5 CONSIDER APPROVAL OF A BUDGET ADJUSTMENT\nALLOCATING IRVINE RECOVERY PLAN FUNDS FOR\nRETENTION OF CONSULTATIVE SERVICES RELATED TO\nDIVERSITY, EQUITY, AND INCLUSION\nACTION:\n1) Consider approving the procurement of consultative\nservices from a firm specializing in diversity, equity, and\ninclusion efforts.\n2) Approve a budget adjustment of $200,000 to allocate Irvine\nRecovery Plan Funds for use towards the retention of\nconsulting services related to diversity, equity, and inclusion\nefforts.\n2.5

2.6 NEWPORT BAY WATERSHED COOPERATIVE AGREEMENT\nMA-080-23010376\nACTION:\n1) Approve Agreement MA-080-23010376 to fund nutrient,\nfecal coliform and toxics Total Maximum Daily Load programs\nand activities in the Newport Bay Watershed.\n2) Authorize the Mayor to sign the Agreement on behalf of the\nCity.\n2.6

2.7 AMENDMENT TO AUTO CENTER COMMUNITY\nASSOCIATION LEASE\nACTION:\nAuthorize the City Manager to execute Amendment No. 1 to\nLease Agreement by and between the City of Irvine and Auto\nCenter Community Association.\n2.7

2.8 CONTRACT AMENDMENT APPROVAL FOR ON-CALL\nASPHALT MAINTENANCE\nACTION:\nApprove and authorize the Mayor to execute an asphalt\nmaintenance contract amendment with R.J. Noble Company to\nincrease the annual not-to-exceed amount to $1,999,970.24\nand to extend the contract term one additional year to June 30,\n2024.\n2.8

2.9 FUNDING ALLOCATION FOR SOLARIZE IRVINE PROGRAM\nACTION:\nAuthorize the City Manager to execute an agreement for OC\nGoes Solar to implement the Solarize Irvine program.\n2.9
