3.7 CAPITAL IMPROVEMENT PROGRAM UPDATE\nACTION:\nApprove budget adjustments for Fiscal Year 2023-24 for\nvarious projects.\n3.7\nPUBLIC HEARINGS\nPublic Hearings are scheduled for a time certain of 5 p.m., unless\nnoticed otherwise, or as soon thereafter as possible. Those\nwishing to address the City Council during the Public Hearing are\nrequested to complete a form and provide it to the City Clerk prior\nto the hearing. If 10 or fewer requests to provide public comments\nare submitted, each speaker shall be limited to three (3) minutes.\nIf between 11 and 15 speakers submit requests to speak, each\nspeaker shall be limited to two (2) minutes. If 16 or more requests\nto speak are submitted, each speaker shall be limited to 90\nseconds. The time limit per speaker shall be established based\non the number of requests to speak submitted to the City Clerk\nbefore the first speaker is called. Requests to speak submitted\nafter the first speaker is called shall receive 90 seconds. These\ntime limits may be shortened or extended, or a cumulative limit on\nthe time for all public speakers may be imposed, at the discretion\nof the Mayor or by a majority vote of the City Council.\nPublic Hearings listed for continuance will be continued as noted\nand posting of this agenda serves as notice of continuation.
