3.3 LICENSE AGREEMENT WITH COUNTY OF ORANGE FOR DUE\nDILIGENCE OF "COUNTY 100 ACRE" SITE\nACTION:\nApprove and authorize the City Manager to execute a license agreement\nbetween the City of Irvine and County of Orange for due diligence and pre-\ndevelopment planning activities on an approximately 70-acre site adjacent to\nthe Great Park.\n3.3

3.4 CONSIDER EXPANDING THE IRVINE CONNECT NEIGHBORHOOD\nSHUTTLE PROGRAM\nACTION:\n1) Continue the IrvineCONNECT Yale-Barranca route through Fiscal Year\n2024-25 and expand it north to run along Portola starting in July 2025\n(Expanded Yale-Barranca Route).\n2) Direct that staff assess and develop a budgetary plan to facilitate the\naddition of two new IrvineCONNECT routes, to include a Jamboree-UCI Route\nand a Barranca Link Route that would connect the Expanded Yale-Barranca\nRoute with the Jamboree-UCI Route, for implementation in Fiscal Year 2025-\n26.\n3) Direct the establishment of a Capital Improvement Project for construction\nof an additional 25 IrvineCONNECT bus stops and execute a contract with the\nbus operator for the expanded and new routes.\n4) Discontinue the three iShuttle Routes by June 30, 2025; transfer iShuttle\nvehicles and Proposition 116 funding (116 funds) to use on IrvineCONNECT\nservice.\n5) Direct that over the course of the next year, staff assess the viability of\ninstituting a fourth IrvineCONNECT route to link the Great Park area with the\nproposed expanded IrvineCONNECT system, including the viability of bonding\nagainst the City's existing 116 Transit Funding source.\n3.4

3.5 CONSIDERATION OF AN ORDINANCE AMENDING THE NAMES OF THE\nCOMMUNITY SERVICES DEPARTMENT, DIRECTOR, AND COMMISSION\nIN THE IRVINE MUNICIPAL CODE, AND AUTHORIZATION FOR THE CITY\nMANAGER TO NEGOTIATE AND EXECUTE MEMORANDA OF\nUNDERSTANDING WITH FRIENDS OF THE LIBRARY RELATED TO THE\nIRVINE PUBLIC LIBRARY SYSTEM BOTH IN CONNECTION WITH THE\nESTABLISHMENT OF THE IRVINE PUBLIC LIBRARY SYSTEM\nACTION:\n1) Introduce for the first reading and read by title only - AN ORDINANCE OF\nTHE CITY COUNCIL OF THE CITY OF IRVINE, CALIFORNIA, AMENDING\nTHE CITY OF IRVINE MUNICIPAL CODE TO REFLECT NECESSARY NAME\nCHANGES TO THE COMMUNITY SERVICES COMMISSION,\nDEPARTMENT, AND DIRECTOR IN CONNECTION WITH THE\nESTABLISHMENT OF THE CITY OF IRVINE PUBLIC LIBRARY SYSTEM\n2) Adopt - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nIRVINE, CALIFORNIA, APPROVING AN AMENDMENT TO THE\nCOMMUNITY SERVICES COMMISSION BYLAWS IN CONNECTION WITH\nTHE ESTABLISHMENT OF THE CITY OF IRVINE PUBLIC LIBRARY\nSYSTEM\n3) By minute order, direct and authorize the City Manager to negotiate and\nexecute Memoranda of Understanding (MOUs) with Friends of the Library\nnon-profit organizations at the University Park, Heritage Park, and Katie\nWheeler Libraries to formalize their partnerships with the City and consider a\nfuture merger of such Friends of the Library non­ profit organizations into a\nFriends of the Irvine Public Library organization.\n4) By minute order, direct the City Manager to prepare for future City Council\nconsideration, a proposed framework to establish a non-profit "Library\nFoundation" dedicated to securing private donations, grants, and corporate\nsponsorships for the Irvine Public Library system.
