(APN: 8533‐009‐014)\nDepartment: Community Development / Planning\nRecommendation: That the City Council consider the Planning Commission’s\nResolution Nos. 813(22) recommending the City Council approve Development\nAgreement No. 01‐2022 for the conversion of an existing static billboard into a digital\ndisplay billboard located at the intersection of the I‐605 (Northbound) and I‐210\n(Eastbound) freeways; and introduce for first reading by title only with further reading\nwaived Ordinance No. 771 approving DA No. 01‐2022, entitled “AN ORDINANCE OF THE\nCITY COUNCIL OF THE CITY OF IRWINDALE APPROVING DEVELOPMENT AGREEMENT NO.\n01‐2022 BETWEEN CITY OF IRWINDALE AND KBS HOLDCO LLC, DBA REGENCY OUTDOOR\nADVERTISING, TO ALLOW FOR THE DIGITAL CONVERSION OF AN EXISTING STATIC\nBILLBOARD LOCATED AT THE INTERSECTION OF THE I‐605 (NORTHBOUND) AND THE I‐210\n(EASTBOUND) FREEWAYS (APN: 8533‐009‐014) IN THE M‐2 (HEAVY MANUFACTURING)\nZONE SUBJECT TO THE CONDITIONS AS SET FORTH HEREIN AND MAKING FINDINGS IN\nSUPPORT THEREOF; AND FINDING THE PROJECT EXEMPT FROM THE PROVISIONS OF THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT”
