A. COUNCIL APPROVAL OF A MOTION TO WAIVE THE READING OF\nTHE TEXT OF ALL ORDINANCES AND RESOLUTIONS INCLUDED IN\nTHE AGENDA\nRequested Action: That the City Council waive the reading of the text of all\nordinances and resolutions included in the agenda.

B. CONSIDERATION OF CHECK REGISTER IN THE AMOUNT OF\n$3,733,221.41\nRequested Action: That the City Council ratify the check registers dated\nJanuary 4, 11, and 18, 2024 as well as the payroll register dated January 5, 2024.

C. SECOND AMENDMENT TO THE AGREEMENT BETWEEN THE CITY\nOF JURUPA VALLEY AND VAN DYKE LANDSCAPE ARCHITECTS,\nINC. FOR ON-CALL LANDSCAPE ARCHITECTURAL SERVICES\n1. Requested Action: That the City Council approve the Second Amendment\nto the Agreement between the City of Jurupa Valley and Van Dyke\nLandscape Architects, Inc. for On-Call Landscape Architectural Services\nand authorize the City Manager to execute the Agreement in substantially\nthe form and format attached to the staff report as approved by the City\nAttorney; and\n2. That the City Council authorize the Interim Finance Director to make any\nnecessary budget adjustments.

D. AGREEMENT FOR CONSULTANT SERVICES BETWEEN THE CITY OF\nJURUPA VALLEY AND GRC ASSOCIATES, INC. FOR\nADMINISTRATION OF THE AMERICAN RESCUE PLAN ACT HOME\nREHABILITATION PROGRAM\n1. Requested Action: That the City Council Approve the Agreement by and\nbetween the City of Jurupa Valley and GRC Associates, Inc. for\nadministration of the American Rescue Plan Act (ARPA) Home\nRehabilitation Program and authorize the City Manager to execute the\nAgreement in substantially the form and format attached to the staff report\nas approved by the City Attorney; and\n2. That the City Council authorize the Interim Finance Director to make any\nnecessary budget adjustments.

E. CITY COUNCIL APPROVAL OF 2024 LEGISLATIVE PLATFORM\nRequested Action: That the City Council approve the Legislative Platform for the\nCalendar Year 2024.

F. REJECTION OF PROPOSALS FOR THE TRAFFIC SIGNAL DESIGN\nSERVICES AT PYRITE STREET AND STATE ROUTE 60, PROJECT\nNUMBER 23114\nRequested Action: That the City Council reject the proposals for traffic signal\ndesign services at the intersection of Pyrite Street and State Route 60, Project No.\n23314 and authorize staff to re-advertise the project.

G. APPROVAL OF DISPOSITION OF SURPLUS EQUIPMENT\nRequested Action: That the City Council approve liquidation of surplus equipment\non a quarterly schedule.\n16. CONSIDERATION OF ANY ITEMS REMOVED FROM THE CONSENT\nCALENDAR\n17. PUBLIC HEARINGS\n18. COUNCIL BUSINESS

A. PUBLIC COMMENTS PERTAINING TO CLOSED SESSION ITEMS

B. CONFERENCE WITH LEGAL COUNSEL - PENDING LITIGATION. The\nCity Council will meet in closed session with the City Attorney pursuant to\nGovernment Code Section 54956.9(d)(1) with respect to one matter of pending\nlitigation: City of Jurupa Valley, etc. v. Riverside Mining Company, LTD, et al.\n(Riverside Superior Court Case No. CVRI2303987).

C. CONFERENCE WITH LEGAL COUNSEL – INITIATION OF\nLITIGATION. The City Council will meet in closed session with the City\nAttorney pursuant to Government Code Section 54956.9(d)(4) with respect to four\nmatters of potential litigation. A point has been reached where, in the opinion of\nthe City Attorney, based on existing facts and circumstances, there is a significant\nexposure to litigation involving the City and the City Council will decide whether\nto initiate litigation\n3. RECONVENE IN OPEN SESSION

A. APPROVAL TO ADOPT THE NEWLY PROPOSED CLASSIFICATION\nAND COMPENSATION/BENEFITS PLAN AND NEW SALARY\nSCHEDULE FOR FISCAL YEAR 2023-2024\n1. That the City Council approve the creation of a classification and\ncompensation (salary) plan including, a 13-Step, Pay Grade System, 17 title\nchanges, 15 reclassifications, and 2 classification eliminations.\n2. Approve an increase of one Part Time IT Technician position to full time\n(40 hours per week) and add one new Accountant (I) position to the\norganization.\n3. Adopt the amended Authorized Positions Listing for 2023-24.\n4. Authorize the City Manager, or designee, to execute all newly created job\ndescriptions including the ability to make minor non-substantive changes.\n5. Authorize the City Manager, or designee, to execute all amended City\nPolicies and Administrative Procedures related to the recommended\nchanges in the Benefits Plan including Tuition Reimbursement, City\nHolidays, Floating Holidays, Bereavement Leave, Sick Leave and PTO\nAnnual Max Accruals.\n6. Authorize the Interim Finance Director to make any necessary budget\nadjustments.\n7. That the City Council adopt Resolution No. 2024-03, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nJURUPA VALLEY, CALIFORNIA, ESTABLISHING A NEW\nCLASSIFICATION AND COMPENSATION PLAN INCLUDING A\nNEW STEP & RANGE SALARY SCHEDULE FOR ALL\nCLASSIFICATIONS, AMENDED AUTHORIZED POSITION\nLISTING AND BENEFIT PLAN CHANGES\n19.
