19. 2023 BRUSH CLEARANCE PROGRAM RESOLUTION NO. 2023-03: A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA\nHEIGHTS, CALIFORNIA, DECLARING THAT WEEDS, RUBBISH, REFUSE,\nOR OTHER COMBUSTIBLE MATERIALS GROWING UPON OR IN FRONT\nOF PROPERTIES AND DIRT/DEBRIS RUNOFF FROM PRIVATE\nPROPERTY UPON PUBLIC ROADWAYS CONSTITUTES A PUBLIC\nNUISANCE; DECLARING INTENTION TO PROVIDE FOR THE ABATEMENT\nOF SUCH NUISANCE; AND SETTING A DATE FOR A PUBLIC HEARING\nRECOMMENDATION: It is recommended that the City Council:\nA. Adopt Resolution No. 2023-03, declaring that in addition to weeds,\nrubbish, refuse, or other combustible materials, dirt/debris runoff from\nprivate property upon public roadways in front of properties are a public\nnuisance; AND\nB.
