3. APPROVE AN AGREEMENT WITH WESTERN STATE BUILDERS, INC. FOR CORONA PARK\nSHADE STRUCTURE, CITY PROJECT NO. 1-P-23\nThat the City Council:\nA. Approve the Plans and Specifications for Corona Park Shade Structure, City Project No. 1-P-23\n("Project");\nB. Award a construction contract for the Corona Park Shade Structure, City Project No. 1-P-23, to\nWestern State Builders, Inc., of Escondido, California, in the amount of $70,236 and reject all other bids;\nC. Approve an appropriation of $5,500 from the Park Acquisition Fund balance to complete the\nnecessary funding for this project; and,\nD. Authorize the City Manager to execute an agreement with Western State Builders, Inc., of\nEscondido, California, in the amount of $70,236, and authorize staff to issue a purchase order to\nWestern State Builders, Inc. of Escondido, California, in the amount of $77,260; which includes a ten\npercent (10%) contingency.

APPROVE QUALITY RATING AND IMPROVEMENT (QRIS) BLOCK GRANT SERVICE\nAGREEMENT WITH THE ORANGE COUNTY DEPARTMENT OF EDUCATION\nThat the City Council approve and authorize the City Manager to execute the Quality Rating and\nImprovement System (QRIS) Block Grant Service Agreement for the 2022-2023 school year with the Orange\nCounty Department of Education for continuous quality improvements for the State Preschool Program, and\ndirect staff to appropriate the grant funds for the Child Development training budget.

RECEIVE AND FILE THE ANNUAL REPORT ON THE IMPLEMENTATION OF THE CITY OF LA\nHABRA GENERAL PLAN FOR CALENDAR YEAR 2022\nThat the City Council receive and file the Annual Report on the implementation of the City of La Habra\nGeneral Plan for calendar year 2022, and authorize the Director of Community and Economic Development\nto forward the document to the Governor's Office of Planning and Research and the Department of Housing\nand Community Development per Government Code Section 65400.

7. APPROVE AND AUTHORIZE THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH\nITERIS, INC. TO PROVIDE PROFESSIONAL ENGINEERING SERVICES FOR THE EUCLID\nSTREET CORRIDOR REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROJECT\nThat the City Council:\nA. Approve and authorize the City Manager to enter into an agreement with Iteris, Inc., of Santa Ana,\nCalifornia, in the amount of $1,299,974 to provide professional engineering services for the Euclid Street\nRegional Traffic Signal Synchronization Project; and\nB. Authorize staff to issue a purchase order to Iteris, Inc., of Santa Ana, California, in the amount of\n$1,364,973, which includes a five percent (5%) contingency.

8. APPROVE ISSUANCE OF A PURCHASE ORDER FOR EMERGENCY STORM DRAIN REPAIRS AT\nDORWOOD AVENUE TO VALVERDE CONSTRUCTION, INC IN AN AMOUNT UP TO $500,000.\nThat the City Council\nA. Authorize staff to issue a purchase order in an amount up to $500,000 for emergency storm drain repairs\non Dorwood Avenue to Valverde Construction, Inc.; and,\nB. Appropriate $500,000 of General Capital Projects fund balance for emergency storm drain repairs.
